HomeMy WebLinkAboutP&Z Minutes 2006-11-06 RegularMinutes of a Special Meeting of the Planning and Zoning Commission November 6, 2006 A regular meeting of the Friendswood Planning and Zoning Commission was held Thursday, November 6, 2006, at 5:30 p.m. in the city hall council chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following was considered: 5:30 P.M. SPECIAL SESSION ON TABLED ITEMS (CDD upstairs conference room) 1.Call to order. The meeting was called to order at 5:36 pm with the following present: Jim Gibson Sherry Weesner Bob Be11rand Marcus Rives Roy Klusendorf Mark Van Riper Diana Steelquist -Staff Planner Mona Miller -Development Coordinator 2.Consideration and possible action regarding the preliminary plat of Friendswood Lakes West. Motion: Be11rand -to remove from the table Second:Rives Voted For: Unanimous Motion Carried A lengthy discussion ensued regarding the Commissioners concerns with the proposed subdivision plat. Their concerns included access to Commercial property, safety provisions for detention ponds, park amenities, square footage of lots, the sand pit road, sidewalks, drainage and the zoning of the Commercial tract. Commissioner Van Riper entered the meeting at 5:42 pm. Sherry Angelo, current owner of the property and sand pit, stated that two sand pits in League City will remain open. However, the trucks for those sand pits will not travel the existing road any longer. They will have access through another property that they own. Chairman Gibson questioned staff regarding the staff comment on the length of Spring Side Trail. Ms. Steelquist explained that she wanted that road to be approved separately. She added that the Fire Marshal did not have a problem with it the way it was proposed. Page I of 3 11/06/06 Planning & Zoning Amended Motion: Weesner-to approve with the following stipulations: Second: Van Riper Voted For: Unanimous -Length of cul-de-sac on Spring Side Trail (Block 15) shall be approved separately -Provide safety access areas for wet detention ponds -Add standard sidewalk note -Add definition of green space -Obtain approval of GCCDD prior to final plat -No trucks allowed on Bofysil Boulevard (aka Winding Water Way on the preliminary plat) -Use recommended verbiage to indicate the current zoning of the Conunercial Reserve at the time of plat approval -Provide access from Commercial Reserve to Arbor Lake Lane and Eagle Creek intersection to best acconunodate traffic safety needs of subdivision residents and Commercial Reserve patrons and employees Motion Carried 3.Consideration and possible action regarding the Conunercial site plan of Fire Station #4. Motion: Bertrand -to remove from the table Second: Gibson Voted For: Unanimous Motion Carried Ms. Steelquist explained the site plan, landscape plan and staff conunents. Commissioner Klussendorf recommended that they sod the detention pond. Ms. Steelquist stated that the drainage district will require 90% germination on the detention pond. A discussion ensued regarding emergency warning lights near the fire station. Commissioner Rives recommended that additional emergency warning lights be installed for safety. Commissioner Bertrand suggested that they add additional landscaping around the pond. Commissioner Weesner recommended that the detention pond be used for a sports practice field when dry. Motion: Be11rand -to approve Second: Gibson Voted For: Unanimous 4.Adjournment The meeting adjourned at 6:08 pm. Motion Carried 7:00 P.M.-DOCKETED JOINT PUBLIC HEARING (City Hall Council Chambers) 1.Call to order. The Joint Public Hearing was called to order at 7:24 pm. Page 2 of 3 11/06/06 Planning & Zoning 2.Receive public input, either oral or written rega rding the following: Chairman Gibson explained that they would allow input on items A and B at the same time due to the fact that they are for the same address. A.Requesting Land Use Change for 301 Laurel being 0.8953 acres, Lot 20, Harvey and Stout Subdivision, (Vol. 315, Page 79 G.C.D.R.), City of Friendswood, Galveston County, Texas From: Original Business District (OBD), To: Planned Unit Development (PUD) B.Requesting Specific Use Permit -Office, for 301 Laurel being 0.8953 acres, Lot 20, Harvey and Stout Subdivision, (Vol. 315, Page 79 G.C.D.R.), City of Friendswood, Galveston County, Texas From: Planned Unit Development (PUD) To: SUP -Office Park uses. Tony Banfield, IO 10 Myrtlewood, explained the proposed project. He stated that his company's corporate office will be located in the new building with two additional lease spaces available. Mr. Banfield added that the property lies in the proposed Downtown District. He has agreed to comply with the proposed requirements of the Downtown District and pay the additional costs of developing to demonstrate what the downtown area could look like. C.Requesting Specific Use Permit -Daycare, Daycare with music classes, being 0.7471 acres out of Reserve "G", Block 19, Forest Bend Subdivision, Section 3, City of Friendswood, Harris County, Texas From: Neighborhood Commercial (NC), To: SUP - Daycare, Daycare with music classes. Norbert Buchsbaum, owner, explained that the building was built about twenty eight years ago as a LaPetite Academy. He stated that he has been working on the building recently. He added that because of the interruption of the operation of the daycare, the zoning requirements for an SUP are now in effect. Mr. Buchsbaum stated that he is asking for the building be allowed the same use as it was before La Petite closed. He explained that this is the best use of the building due to the fact that the sinks, toilets, etc. were made for children. Elizabeth Wagner, previous president of adjoining neighborhood homeowner's association, spoke in support of the application . She explained that they are in need of daycares in the area because the HOA does not allow daycares in homes. 2.Adjournment.
