Minutes of a Special Meeting
of the
Planning and Zoning Commission
December 4, 2006
A special meeting of the Friendswood Planning and Zoning Commission was held Monday,
December 4, 2006 at 7:00 p.m. in the city hall council chambers located at 910 S. Friendswood
Drive, Friendswood, Texas. The following was considered:
7:00 P.M.-DOCKETED JOINT PUBLIC HEARING
Call to order:
The meeting was called to order at 7:15 pm with the following present:
Chairman Jim Gibson
Vice Chairman Kevin Holland
Commissioner Mark Van Riper
Commissioner Marcus Rives
Development Coordinator Mona Miller
1.To receive public input, either oral or written regarding the following:
A.Zone Classification change for a tract of land containing 24.62 acres, being part of Lot 4
of the Burgess Subdivision, and situated in the George W. Patterson Survey, property
known as Bofysil tract located off of FM 528 near Friendswood Lakes Boulevard, and
being Reserve A of the proposed subdivision called Friendswood Lakes West, Galveston
County, Texas, from Single-Family Residential (SFR) to Community Shopping Center
(CSC)
Sheny Angelo, 1650 Highway 6 # 170, Sugarland, explained that she is one of the current
owners of the property. She spoke in support of the request. She explained that they do
not have plans for the development of this property as of yet, but it is shown as
commercial on the master plan of the current developer and the prior developer.
Carol Garner, 1702 Sandy Lake Drive, expressed her opposition. She was concerned
with the commercial tract being so large.
Kristy Kaiser, 1706 Waterfall Drive, stated that she was concerned about the size of the
commercial tract and their home values decreasing.
Tom McLaren, 1706 Waterfall Drive, stated that isolating their home between the
commercial tract and Brittany Bay was a total loss of their home.
Glen Kessler, 1914 Sandy Lake Drive, stated that he is the President of the Friendswood
Lakes Homeowner's Association. He explained that the HOA had supp01ied the
rezoning of this commercial tract previously; however, he feels that the other concerns of
the HOA should be addressed first. Mr. Kissler expressed his concern for the sand pit
road closing, the proposed four lane road that leads to League City, the design of the

Friendswood Lakes West preliminary plat, the density of this plat and how that density
will affect the life of the existing amenities, and the fact that the design of the plat does
not meet the Vision 2020.
2.Adjournment
Chairman Gibson closed the P&Z portion of the Joint Docketed Public Hearing at 7:30
pm. Mayor Smith left the Public Hearing open for the City Council in the event further
testimony is provided. He explained that Planning and Zoning will; however, move
forward with their recommendation.
