JOINT WORK SESSION
1.The joint work session was called to order at 6:25pm with the following people m
attendance:
Chairman Kevin Holland
Commissioner Mike Huss

2.Discussion with City Council regarding:

A.Single Family Residential -Estate (SFR-E) zoning
Kabiri explained that when the Future Land Use Plan was updated, there was
discussion about Single Family Residential Estates lots. Currently the zoning
category exists, but it is not assigned to any properties. He explained that in order
to keep some of the larger lots in Friendswood from being subdivided, City initiated
zoning was discussed. He stated that the P&Z Commission needs direction from
Council -should we be proactive or wait for prope1ty owners to apply for the zone
changes.
Mayor Smith explained that the minimum lot size for SFR-E is two acres and that
currently larger tracts can be split into multiple lots as long as they comply with
SFR zoning regulations. He stated that changing the zoning would limit the
subdividing of large estate-type lots.
Councilman Hill stated that people come to Friendswood, buy large lots and when
they request to subdivide them, the neighbors protest. Hill stated that he would like
neighborhoods/property owners to come to the City to request the zone changes.

Mayor Smith requested research from the City Attorney regarding down-zoning.
He also stated that it may cause confusion if the City changed the zoning. The
possibility of sending out a notice to educate citizens about the process to change
the zoning on their lots was discussed. He stated that single family homes on large
lots next to lots subdivided into six or seven lots affects the quality of life and the
value of property.
Kabiri also stated that the majority of the parcels are governed by HOA's with deed
restrictions that keep the lots from being subdivided.
It was suggested that a letter be sent out and a deadline extended to allow prope1ty
owners to apply for a zone change and provide a streamlined process for them to go
through.
B.Proposed amendments to Appendix C -Zoning Ordinance, Section 7. Permitted
Use Table regarding NAICS use #721 Accommodation and NAICS use #7212
RV (Recreational Vehicle) Parks and Recreational Camps
Kabiri explained that there was a question raised last time this item was discussed
as to why it allowed RV parks in BP. After further consideration, there is some
staff concern that there are BP zoned areas adjacent to residentially zoned areas.
There was discussion regarding the desire to approve specific plans in whatever
districts RV parks would be allowed in because of the nature of the use. Most
councilmen favored the requirement of a Specific Use Permit. There was also
some concern about people living in the RV parks, but the consensus was that
they would only allow temporary housing.

SPECIAL MEETING (2ND floor conference room immediately following JWS)
1.The special meeting was called to order at 7pm with the same Commissioners plus
Commissioner O'Farrell.

3.Consideration and possible action regarding Single Family Residential -Estate (SFR-E)
zoning
Motion for staff and Mayor to draft and send a letter to property owners designated on
Future Land Use Map as SFR-E to allow them to opt in to SFR-E zoning and must be
entire subdivision or none at all: Gibson
Second: Holland
Vote: 4 to 1 (O'Farrell opposed) Motion Carried
There was some discussion about subdividing larger lots changing the character of the
neighborhoods and that many people use these larger lots as a retirement investment.
Property owners may limit themselves by opting in if their neighbors do not opt in. The2

Commissioners felt that communicating the option to the residents by letting them know
this zoning category is available might be a good option. Some expressed the desire to let
the citizens initiate zoning as they do not want to put City Council in a difficult position. It
was also pointed out that minimum size of two acre lots helps with the City's CRS rating.
4.Consideration and possible action regarding proposed amendments to Appendix C -
Zoning Ordinance, Section 7, Permitted Use Table, regarding NAICS use No. 721-
Accommodation and adding NAICS use No. 7212 RV (Recreational Vehicle Parks
and Recreational Camps).
Motion to recommend Permitted Use Table to require an SUP in LI, I, and PUD/Mixed Use
for use 7212 RV Parks and Recreational Camps, and remove from BP: Gibson
Second: Holland
Vote: 5 to O (unanimous) Motion Carried
5.Consideration and possible action regarding the July 2, 2009 meeting date
Motion to move July 2 meeting to July 6: Holland
Second: Gibson
Vote: 5 to O (unanimous)
6.Communications from the Commission
Motion Carried
O'Farrell stated that CEDC is a dynamic group and that the Live Here, Work Here
campaign is proving to be successful. He stated that the liquor license change would
spark re-development downtown.
Holland explained that the Drainage District is getting a lot of grants to de-snag the creek
and tributaries, which is reducing the burden on taxpayers and allows the water to flow
downstream quicker.
