FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS JOINT PUBLIC HEARING 1.The joint public hearing was called to order with the following people in attendance: Chairman Kevin Holland Vice Chaiiman Mark McLean Commissioner Mike Huss Morad Kabfri, Interim Dir. of CD Bobby Gervais, City Attorney Commissioner Jim Gibson Commissioner David O'Farrell Aubrey Harbin, Development Specialist Mona Miller, Planner City Council 2.Receive comments from the public, both oral and written, regarding amendments to Appendix C -Zoning Ordinance for the following: A.Amendments to Section 20, Definitions, P. Home Occupation. Kabiri explained that the proposed ordinance changes specifies where cars can be parked, states that the home occupation cannot change the character of the neighb orhood, gives an exemption for personal services such as lawn mowing, and the limit of the number of trips per day was removed. Bill Finger, Friendswood, stated that he approves of the changes and is glad that the allowance of non-residents to work at the home occupation was changed. He also stated that he would like to see changes in how items are posted for the meetings. He would like more information made available to the citizens. Bobby Jones asked if printed materials included printed adve1tisements on vehicles. Kabiri explained that printed material on vehicles would be allowed, but they have to meet the parking requirements. She also stated that vehicles should not be allowed to be parked in the street. 1 B.Amendments to Section 7, Permitted Use Table, regarding NAICS use No. 721- Accommodation and adding NAICS use No. 7212 RV (Recreational Vehicle Parks and Recreational Camps). Kabiri explained that this item was brought to the attention of staff and P&Z and that it is a clean-up measure. It makes sense to allow the use in Industrial if it is allowed in Light Industrial. A proposal for a RV park initiated the proposal. No one spoke for or against the item. C.Amendments to Section 7, Permitted Use Table, adding NAICS use No. 81112 Automotive Body, Paint, Interior and Glass Repair; and Section 8.J.6. Auto repair garage. Kabiri explained that the proposed changes the permitted use table limits where auto repair garages will be allowed and the changes to Section 8.J.6 will require additional screening for these types of businesses to limit the visibility of vehicles awaiting repair from public streets. He explained that it would not be applicable to current businesses because they are grandfathered. Bobby Jones, Friendswood, said she is in favor of this change. She stated that it is very impo11ant for the City and said that she feels there are too many cars at some businesses within the City. No one spoke against the item. 3.The joint public hearing was adjourned at 7:20pm. SPECIAL MEETING (2ND floor conference room immediately following JPH) 1.The special meeting was called to order at 7:25pm with the same commissioners and staff in attendance. 2.Communication from the public/committee liaisons None 3.Consideration and possible action regarding the commercial site plan for Aqua Hand Car Wash at 4426 FM 2351 Suite A Motion to approve with staff comments to work out drainage details with Hanis County and TxDOT: Gibson Second: Huss Vote: 5 to O (unanimous) Motion Carried 2 I I 4.Consideration and possible action regarding the final plat of West Ranch, Restricted Reserve F, a subdivision of 46. 79 acres of land out of the John Dickinson Survey, A-15 & Sarah McKissick Survey, A-549 City of Friendswood, Harris County, Texas Motion to approve: Gibson Second: McLean Vote: 5 to O (unanimous) Motion Carried McLean verified with staff that this plat was submitted previously, but did not include all easements required by Harris County Flood Control District. Staff explained that the owner made the required corrections and resubmitted; a letter of approval was received fromHCFCD. 5.Consideration and possible action regarding the Replat of Shear Pleasure Subdivision, being a .6225 acre tract of land being all of Lot 1, Block 1 of Shear Pleasure Subdivision, recorded in Volume 2004A, Page 3 of the Galveston County Map Records and .13 acres out of Reserve E of Castlewood Park Subdivision recorded in Volume 18, Page 73 of the Galveston County Map Records, City of Friendswood, Texas, Galveston County Motion to approve with staff comments which are 1) owner to submit a corrected title report and 2) add "and" between City Engineer and Interim Director of CD after Morad Kabiri's name: Gibson Second: McLean Vote: 5 to O (unanimous) Motion Carried Miller explained that the compliance memo had five items and all but two have been corrected. She also explained that the owner of Shear Pleasure prope1ty is replatting to combine property obtained from the City for parking. 6.Consideration and possible action regarding proposed amendments to Appendix C - Zoning Ordinance, Section 20, Definitions, P. Supplementary District Regulations Motion to Approve: McLean Second: Huss Vote: 5 to O (unanimous) Motion Carried Miller explained that the proposed changes to this pmtion of the ordinance were discussed at the last meeting and includes corrections of a few grammatical errors, removing the allowance of reducing off-street parking by 50% in exchange for additional landscaping and open space. Another proposed change is to allow only a class 3 tree to be planted near overhead lateral lines or underground utilities. Currently, a class 2 or 3 tree is allowed. The changes also remove a statement that says that if a tree survey is not reviewed by Community Development staff within 30 days, it is automatically approved. Tree surveys are pali of the submittals for plats and commercial site plans. 10.Consideration and possible action regarding the June 18 th meeting date No action taken. 11.Consideration and possible action regarding scheduling a workshop to discuss the Planning and Zoning Guidebook Motion to have workshop June 11 from 6-8pm: McLean Second: Holland Vote: 5 to O (unanimous) Motion Carried 12.Discussion regarding a workshop to review possible amendments to City of Friendswood, Code of Ordinances, Appendix C -Zoning Ordinance No action taken. Miller explained that the Pe1mitted Use Table needs to be updated with the uses from the 2007 NAICS; currently the table references the 1994 version. Gibson asked about the possibility of the consultant to help with this. Miller said she has talked with Dan Sefko and they are willing to help with the final drafts. City Council has to re-appropriate money to spend on this project. Possible movement on this item in August. 4 13.Communications from the Commission None 14.Repo1is a.
