HomeMy WebLinkAboutP&Z Minutes 2009-12-07 Special, Joint Work Session w/ City Councilb I PLANNING & ZONING COMMISSION MINUTES OF JOINT WORK SESSIONS AND A JOINT WORK SESSION SPECIAL MEETING MONDAY, DECEMBER 7, 2009 6:00 PM COUNCIL CHAMBERS CITY HALL 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 1.The meeting was called to order at 6: l 7pm with the following people in attendance: Chairman Kevin Holland Commissioner Ruben Garcia Commissioner David O'Farrell City Council Mona Miller, Planner Vice Chairman Mark McLean Commissioner Hassan Moghaddam Bobby Gervais, City Attorney Morad Kabiri, Director of CD Frank Manigold, Deputy Dir. of CD 2.Discussion with the City Council regarding proposed amendments to: A.Appendix C -Zoning Ordinance of the City of Friendswood Code of Ordinances, Section 7.3.e. (height exceptions) Kabiri explained the proposed amendments. He stated that after a JPH and a previous work session, the Commission addressed Council's concerns regarding the wind turbines and solar panels by removing that proposed verbiage from the amendment. Chairman Holland stated that the Commission believes that the wind turbines and solar panels could be more affectively addressed in another section of the ordinance. Mayor Smith added that the wind turbines and solar panels would probably affect more of the large residential tracts and those that back to commercial properties, more than it would smaller tract subdivisions. He also reiterated that the Commission will move forward with their recommendation on this po1tion of the ordinance and address wind turbines and solar panels separately elsewhere in the ordinance. B.Appendix B -Subdivision Ordinance of the City of Friendswood Code of Ordinances, regarding amendments to Section II for submission of plats, and Section III for general requirements and design criteria Kabiri explained that after the City signed the inter-local agreement with the Galveston County Consolidated Drainage District, legal staff mentioned that there was nothing in the subdivision ordinance to enforce it. Therefore, staff originally presented three options for the Commission to consider. K.abiri stated that Harold Whitaker of the drainage district sent a letter requesting the city's assistance. Kabiri suggested that the city incorporate language that requires the city and drainage district design criteria manuals must match and that each entity notify the other of proposed amendments. He added that we are already informally sending them any proposed changes to our design criteria manual. Holbert suggested amending the inter-local agreement to require the city and drainage district's design criteria manuals match. Hill supported Holbe1t's suggestion. 3.The meeting adjourned at 6:38pm. (height exceptions) Motion to approve: Moghaddam Second: Huss Vote: 5 to O (unanimous) Motion Carried 4.Consideration and possible action regarding proposed amendments Appendix B -Subdivision Ordinance of the City of Friendswood Code of Ordinances, regarding amendments to Section II for submission of plats, and Section III for general requirements and design criteria Motion to approve: Moghaddam Second: McLean Vote: 5 to O (unanimous) Motion Carried McLean explained that the Subdivision Ordinance should be revised to require the City Engineer's approval of drainage plans prior to the plat being approved, and that the approval should be based on the design criteria manuals matching. In addition, the city's and the 2 drainage district's design criteria manuals should match. Miller clarified that in addition to the proposed amendment to the Subdivision Ordinance to require the City Engineer's approval of drainage plans in accordance with the Design Criteria Manual, the inter-local agreement should be amended to require the two entities design criteria manuals match. 5.Communications from the Commission O'Farrell stated that the amended "wet area" in the old downtown seems to have stirred up a lot of interest in the prope1ty development in that area. 6.Reports a.Council Liaison b.Staff 7.The meeting was adjourned at 7:03pm.
