FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS JOINT PUBLIC HEARING 1.The meeting was called to order at 7pm with the following people in attendance: Chairman Kevin Holland Commissioner Jim Gibson Commissioner Mike Huss Mona Miller, City Planner Bobby Gervais, City Attorney Frank Manigold, Dep. Dir of CD 2.Communication from the public/committee liaisons Vice Chairman Mark McLean Commissioner David O'Farrell Commissioner Ruben Garcia Morad Kabiri, Int. Director of CD Jim Hill, Council Liaison Aubrey Harbin, Development Specialist Michael Sharp, Friendswood, stated in regards to the platting request by West Ranch that he has entered into an agreement with Friendswood Development to sell his property to them, and he is in support of the development company to move forward with their project. He stated that he appreciates the Planning and Zoning Commission for watching out for their prope1ty interests. Darrell Scott stated that he owns the property adjacent to Sharp and that he has entered into the same agreement with Friendswood Development and that his interest as a prope1ty owner will soon cease. He stated that he offers his support of the proposed plats. Jim Hill, Friendswood, stated that a lot of work has been done between Friendswood Development and the owners of the out-tracts and that all owners have come to an agreement with the exception of Lot 103. Billy Goebel stated that he is part owner of Lot 103 and that he is trying to settle with Friendswood Development. He stated that he has met with them three to four times and that he is a small individual being controlled and lied to. He asked that he be given more time to work out the agreement because he felt that they were very close. He stated that he is asking for fairness. 1 I ! 3.Consent Agenda: A.Approval of minutes for the June 11, 2009 special meeting B.Approval of minutes for the June 15, 2009 special meeting Motion to Approve: Gibson Second: McLean Vote: 6 to O (unanimous) Motion Carried Motion to move items 4, 5, 6, and 7 to the end of the agenda: Holland Second: McLean Vote: 6 to O (unanimous) Items moved to encl of agenda 8.Consideration and possible action regarding the preliminary plat of Wilderness Estates, being 39.39 acres out of the A.H. Jackson Survey, A-128, recorded in Volume 2991, Page 175, Deed Records of Galveston County, Friendswood, Texas Motion to approve with staff comments: Gibson Second: Huss Vote: 6 to O (unanimous) Motion Carried 9.Consideration and possible action regarding the proposed amendments to Appendix C - Zoning Ordinance, Section 7.3.e. (height exceptions) No action taken. Miller explained that the maximum height regulations verbiage was changed, but that caused a conflict in the Regulation Matrix. The Commissioners asked for the revision to be drafted two ways -verbiage changed to match matrix and matrix changed to match verbiage. Staff will bring back at a later date. 10.Consideration and possible action regarding proposed amendments to Appendix C -Zoning Ordinance, Section 8. Supplementary District Regulations Motion to Approve: Gibson Second: McLean Vote: 6 to O (unanimous) Motion Carried Miller explained that the proposed changes included a grammatical correction, remove bonus landscaping and reduced parking, size requirement of trees, and remove 30-day limit of approval of tree survey by staff. 11.Consideration and possible action regarding Single Family Residential -Estate (SFR-E) zoning No action taken.2 ! Miller explained that there are areas on the Future Land Use Map that have been designated as SFR-E zoning. There are no existing properties with this zoning category assigned, but previous direction was give to staff to draft a letter or notice and send to prope1ty owners who reside in the areas labeled as SFR-E on the Future Land Use Map. Staff has drafted a letter and presented to the Commission for review. 12.Communications from the Commission None 13. Reports a.Council Liaison -None b.Staff -Miller explained that the DRC repo11s for July were emailed and that there will be a Joint Public Hearing on August 17, 2009 Chairman Holland recessed the meeting at 7:34pm. The meeting reconvened at 7:54pm. 4.Consideration and possible action regarding the final plat of West Boulevard, Phase 1, being 6.402 acres of land out of the John Dickinson Survey, A-9, also being a po11ion of Lots 55, 56, 76, 77 & 99 and a portion of the 30' road between Lots 77 and 99, Slone Subdivision, as recorded in Volume 3, Page 61A (Vol. 254A, Pg. 53) G.C.MR., Galveston County, Friendswood, Texas Motion to Approve Items 4, 5, 6, and 7: O'Fanell Second: Huss Vote: 6 to O (unanimous) Motion Carried Commissioner Holland verified with Keith Schoonover that all owne1:ship issues of all out­ tracts were remedied. 5.Consideration and possible action regarding the final plat of The Lakes at West Ranch, Section One, being 22.23 acres of land out of the John Dickinson Survey, A-9, also being a po11ion of Lots 93-99 and a portion of the North-South 30' unimproved road East of Lot 97 and West of Lot 98, Slone Subdivision, as recorded in Volume 3, Page 61A (Vol. 254A, Pg. 53) G.C.MR., Galveston County, Friendswood, Texas Motion to Approve Items 4, 5, 6, and 7: O'Farrell Second: Huss Vote: 6 to O (unanimous) Motion Carried 6.Consideration and possible action regarding the final plat of Falcon Ridge, Phase 1, being 1.093 acres of land out of the John Dickinson Survey, A-9, also being a portion of Lots 96-99 and a portion of the No11h-South 30' unimproved road East of Lot 97 and West of Lot 98, Slone Subdivision, as recorded in Volume 3, Page 61A (Vol. 254A, Pg. 53) G.C.MR., Galveston County, Friendswood, Texas 3 Motion to Approve Items 4, 5, 6, and 7: O'Farrell Second: Huss Vote: 6 to O (unanimous) Motion Carried 7.Consideration and possible action regarding the final plat of Falcon Ridge, Phase 2, being 2.30 acres of land out of the John Dickinson Survey, A-9, also being a portion of Lots 87-96 and a portion of the East-West 30' unimproved road South of Lots 87-95, Slone Subdivision, as recorded in Volume 3, Page 61A (Vol. 254A, Pg. 53) G.C.MR., Galveston County, Friendswood, Texas Motion to Approve Items 4, 5, 6, and 7: O'Farrell Second: Huss Vote: 6 to O (unanimous) 14.The meeting was adjourned at 7:58pm.
