HomeMy WebLinkAbout05.07.1991 Discussion of Impact FeesDiscussion We have recently been made are that our impact fees lack some flexibility with regard to ifferent categories of construction. Currently our impact fees for all categories, other than residential, are developed based on the number of acres to be purchased and one common multiplier to determine the equivalent service units. We have, however, learned there are some types of usage that may not have as great an impact on the land use as others within these categories. For example, a church organization might buy several acres and only intend to put a building and parking area on that land. The building itself would .not have as great an impact on our infrastructure as an office building or restaurant on that same acreage; therefore, the impact would not be as great. As the formula now stands, the impact fee for a church which may only develop a portion of that property is the same as it is for other development that would completely develop the infrastructure for the entire property. Our purpose is to explain to you the gaps we have and then proceed with an amendment through the required process. This should allow more flexibility in the assessment of impact fees for different types of construction programs including schools, nonprofit corporations, churches; and different types of commercial establishments. Thompson Community Development Director DATE: May 7, 1991 SUBJECT: IMPACT FEE AMENDMENT, BASIS OF SERVICE UNITS We currently calculate Impact fees for land uses other than residential based on a "catch-all" category provided in our Impact Fee Study. Zoning categories of NC,LI,OBD,OPD,BP, and PUD are calculated on the basis of 3.3 equivalent service units/acre for sewer and 3.7 equivalent service units/acre for water. There are no provisions for schools, churches, etc. that require specific use permits. Fees can be astronomical for some uses that generate low water consumption and sewer contributions if they are on large tracts of land. A more equitable method of determining these fees would be to base them on actual usage in accordance with accepted criteria. I have prepared the attached table listing criteria used by the City of Houston, The State Health Department and values that I recommend that we adopt. These criteria will also provide a means to calculate impact fees for building additions based on actual square footage added. I have discussed this proposed amendment with Dick Gay of Brown and Gay who prepared the Impact Fee Study. Dick understands the need for the amendment and agrees in concept with my proposal. If you agree with my recommendation we will then need to reconvene the C.I.P. Advisory Committee to discuss the amendment. The next step will be to advertise and hold a public hearing and finally bring a recommendation to City Council.
