1. Call to Order
THE REGULAR MEETING OF THE COMMUNITY AND ECONOMIC DEVELOPMENT
COMMITTEE WAS CALLED TO ORDER ON WEDNESDAY, APRIL 6, 2022, AT 4 PM AT 910 S.
FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS WITH THE FOLLOWING PRESENT
CONSTITUTING A QUORUM;

COMMITTEE MEMBER DEREK BROWN

3. Approval of Minutes
A. Consider approving the March 2, 2022, Community and Economic Development
Committee meeting minutes
Derek Brown motioned to approve the minutes, seconded by Blaise Guzetta. The motion
passed unanimously.
4. Business Items
A. Consider approving the roles and responsibilities of the Community and Economic Development
Committee
Motion to approve with one amendment: "Conduct surveys of to "Collaborate with": Whitley
Second: Asimakis
Vote: 6-0 (unanimous)
Rhea explained that Ron Cox was very complimentary of the group. He drafted a final report and
strategic plan, but it can be amended as needed by CEDC. He stated that it provides for a good
foundation for moving forward and asked if there were any changes needed to the Roles and
Responsibilities.
There was discussion regarding the third bullet point which originally stated, "Conduct surveys of
citizens and businesses to gain understanding of economic development which is compatible with
the City's interests, needs, and image." After discussion, the motion was made to amend the
statement to read, "Collaborate with citizens and businesses to gain understanding of economic
development which is compatible with the City's interests, needs and image."
B. Consider approving the Community and Economic Development Committee 2022 Strategic Plan
Motion to approve by Whitley to change the mission statement to read — "To champion a vibrant
and competitive economy by providing leadership and resources for business attraction, retention,
and expansion to enhance the quality of life."
Second: Brown
Vote: 6 — 0 (unanimous)
The strategic plan and mission statement were discussed at length at the last meeting and
left for further discussion. The committee agreed that many strategies are ongoing and need
to be repeated, such as attracting relevant and diverse businesses to Friendswood. Rhea
explained that objective and action items can always be added and that the Committee may
not accomplish all of the mission elements; they depend on timing, funding, etc.
After much discussion, the motion to approve included an amendment to the mission
statement to change from, "The mission of the CEDC is to create and strengthen a
competitive economy by growing and sustaining a vibrant economy and enhancing the quality
of life, providing leadership and resources for business attraction, retention, and expansion
and community development" to instead read as "To champion a vibrant and competitive
economy by providing leadership and resources for business attraction, retention, and
expansion to enhance the quality of life."

The meeting adjourned at 5:27PM.
