Meeting Minutes
May 1, 2019
The Friendswood Community and Economic Development Committee met on Wednesday, May 1,
2019 at 3:30 pm., in the second floor conference room of Friendswood City Hall, 910 South
Friendswood Drive, Friendswood, Texas, with the following members present: Chair Skip Evans,
Vice Chair Meg Crowley, Blaise Guzzetta, Mike Hickey, and Jennifer Whitley. Also present was
liaison Connie Morgenroth - Friendswood ISD's Superintendent of Business Operations.
Staff members present were Karen Capps and Steven Rhea.
Absent: Gary Kay and Pauline Moore
1. Call to Order. The meeting was called to order by Vice Chair Meg Crowley at 3:46 p.m.
2. Roll call. Roll call was made with a quorum present.
3. Approval of Minutes
Mike Hickey made a motion to approve the April 3, 2019 meeting minutes. Blaise Guzzetta
seconded, all in favor, motion carried unanimously.
4. Discussion and possible action regarding:
-Friendswood cares business visits
The committee discussed visiting AMCAP Mortgage and Bergamos Spa Retreat. The committee
suggested names of other businesses to visit and would like to continue these visits.
-Goals and objectives
There was discussion regarding what activities the committee may consider pursuing including
visiting restaurants. Assistant City Manager Steven Rhea suggested that members bring back any
suggestions from businesses derived from their business visits, particularly relating to changes to
development criteria, codes, or ordinances. He also suggested that if they see something that works
in another city, to also bring it forward to the committee for consideration. Jennifer Whitley suggested
the committee redefine the municipal grant program, since land is getting more scarce, and tie it to
stricter architectural guidelines. The committee discussed that architectural controls and guidelines
is the function of P&Z and that architectural appeal can be interpreted differently by each person.
5. Staff report/comments
Karen Capps gave an update on development planned or underway in the city and stated there is
more commercial development planned or underway now than ever in the history of the city. She
reminded the committee to attend Party on the Patio at the Chamber on May 2.

7. Liaison reports
Connie Morgenroth reported that FISD's board is hold monthly workshops and may consider forming
a citizens' advisory committee to look at possible projects for a future bond.
8. Adjournment
Next meeting will be on May 1, 2019. The meeting adjourned at 5:01 p.m.
