Meeting Minutes
April 5, 2017
The Friendswood Community and Economic Development Committee met on Wednesday, April 5,
2017 at 8:30 a.m., in the second floor conference room of Friendswood City Hall, 910 South
Friendswood Drive, Friendswood, Texas, with the following members present: Vice Chair Marcus
Perry, Skip Evans, Gary Kay, Bill Provenzano, Jennifer Whitley, and Dr. Hilmar Zeissig. Also
present were City Council liaison Carl Gustafson, Bix Rathburn and Zach Davidson from Galveston
County, and FISD Superintendent Trish Hanks.
Staff member present was Karen Capps.
Absent from the meeting were Lorrie Foreman and Pauline Moore.
1. Call to Order. The meeting was called to order by Vice Chair Marcus Perry at 8:32 a.m.
2. Roll call was made. There was a quorum.
3. Approval of Minutes
Dr. Hilmar Zeissig made a motion to approve the March 1, 2017 meeting minutes. The motion was
seconded by Gary Kay and it passed unanimously in the committee.
4. Presentation from the Friends of Downtown Friendswood Association
Brett Banfield and Sally Branson, President and Vice President of the FDFA, gave a brief overview of
the FDFA and discussed a conceptual project for the downtown area that will be privately funded.
5. Discussion and possible action regarding planning and goal setting for the CEDC —
Review Committee Goals
This item was moved to the May agenda.
6. Staff and member comments
Marcus Perry inquired about the following: is the committee required to post agendas, is the
committee required to have a quorum, is it possible for the minutes to be approved by email
consensus, can meetings be held somewhere other than city hall, what is the role of City staff and
must staff attend the committee meetings. Karen will send out the volunteer guidebook to the CEDC
members for review. The committee decided to move their meetings to 9:30 a.m. on the first
Wednesday of each month. Gary Kay stated his interest in serving as committee Chair in July.
7. Liaison reports
Carl Gustafson reported that he printed a list of businesses that residents desired in town from a
facebook page. Bix Rathburn and Zach Davidson were present from Galveston County. They
showed a new economic development video and website that will soon be launched to market the
county. The vacancy on CEDC was discussed which was due to Brett Banfield's appointment to
P&Z.

The meeting adjourned at 9:52 a.m.
