Meeting Minutes
March 1, 2017
The Friendswood Community and Economic Development Committee met on Wednesday, March
1, 2017 at 8:30 a.m., in the second floor conference room of Friendswood City Hall, 910 South
Friendswood Drive, Friendswood, Texas, with the following members present: Chair Pauline
Moore, Vice Chair Marcus Perry, Brett Banfield, Lorrie Foreman, Bill Provenzano, Jennifer
Whitley, and Dr. Hilmar Zeissig. Also present was Friendswood Chamber of Commerce
President Carol Marcantel.
Staff member present was Karen Capps.
Absent from the meeting were Skip Evans and Gary Kay.
1. Call to Order. The meeting was called to order by Chair Pauline Moore at 8:34 a.m.
2. Roll call was made. There was a quorum.
3. Approval of Minutes
Brett Banfield made a motion to approve the January 4, 2017 meeting minutes. The motion was
seconded by Jennifer Whitley and it passed unanimously in the committee.
4. Discussion and possible action regarding planning and goal setting for the CEDC —
Overview of the FM 528 area
The committee reviewed the summary, recommendations, and conclusions of the FM 528 Strategy
that was produced by the committee in 2013. Karen Capps provided an overview and current
conditions of the FM 528 corridor utilizing a GIS map. Two commercial properties were removed
from the tax rolls since the FM 528 Strategy was conducted in 2013. The Whitcomb tract was
purchased in 2015 by Clear Creek Community Church and Village on the Park was purchased by
Cardinal Bay in 2016. Village on the Park is currently requesting an expansion and amendment to
their Specific Use Permit. The CEDC will inform City Council about the new tax exemption
which could provide an opportunity to negotiate fiscal impacts associated with their property and
proposed expansion.
5. Presentation from the Friends of Downtown Friendswood Association
This item was moved to the April meeting.
6. Staff and member comments
Karen Capps provided an update on proposed and new development in the city. Brett Banfield
stated that he submitted his resignation from the CEDC, contingent upon his appointment to the
Planning and Zoning Commission. Brett stated that he has served for ten years on the CEDC and
hopes to continue to serve Friendswood residents as a P&Z Commissioner. Brett also encouraged
members to attend the 2nd Annual Tex Fest on March 4.
7. Liaison reports
Carol Marcantel reported that the Chamber will host the Mayor's Annual State of the City on
Thursday, March 9, 2017 with typically 200 people in attendance. The Chamber will host their
Classic Car Show in Stevenson Park on April 2. With all the new development in town and
immediate area, thirty-five new members have joined this year. Business of the Month award will
be given to Jennifer Smith, owner of Dance Expressions who is also celebrating her 201h year in
the city.
8. Adjournment
The meeting adjourned at 9:55 a.m.
