HomeMy WebLinkAboutCEDC Minutes 2016-11-02 RegularFriendswood Community and Economic Development Committee Meeting Minutes November 2, 2016 The Friendswood Community and Economic Development Committee met on Wednesday, November 2, 2016 at 8:30 a.m., in the Community Room of the Friendswood Public Library, 416 S. Friendswood Drive, Friendswood, Texas, with the following members present: Chair Pauline Moore, Vice Chair Marcus Perry, Brett Banfield, Skip Evans, Gary Kay, Bill Provenzano, Jennifer Whitley, and Dr. Hilmar Zeissig. Also present were Planning and Zoning Commissioners Craig Lovell and Richard Sasson. Staff member present was Karen Capps. Absent from the meeting was Lorrie Foreman. 1. Call to Order. The meeting was called to order by Chair Pauline Moore at 8:34 a.m. 2. Roll call was made. There was a quorum. 3. Approval of Minutes Brett Banfield made a motion to approve the October 5, 2016 meeting minutes. The motion was seconded by Marcus Perry and it passed unanimously in the committee. 4. Report from the Planning and Zoning Commission Planning and Zoning Commissioner, Craig Lovell, gave an overview of the proposed changes for single -tenant retail establishments over 50,000 square feet which include architectural requirements. Commissioner Lovell stated that the P&Z subcommittee identified 25 potential sites in the city that could be developed with a large retail component. The subcommittee reviewed existing City ordinances and also benchmarked with other cities nearby and also looked at Frisco, Texas. Commissioner Lovell stated that most cities in our area have adopted ordinances that require additional architecture elements to large retail establishments. After research, P&Z is recommending fifteen different architectural elements be added for single -tenant retail establishments with 50,000 square feet of space or more, but are only proposing that six of the fifteen elements must be included in new large retail developments. Some of the proposed elements include, peak rooflines, wall plane projections/intrusions, articulated cornice line, display windows, patios, overhangs, arches, arcades, canopies, awnings, or porticos, varied roof height. P&Z is also researching noise levels behind grocery stores. The CEDC provided full support with P&Z's recommendations. 5. Discussion and possible action regarding planning and goal setting for the CEDC - Follow up to Downtown Goals Jennifer Whitley provided information from the Kinder Institute regarding and urban planner who could update the Main Street Implementation Plan that was prepared by Page. The CEDC provided feedback and consensus that this is a goal that the newly formed FDEDC board might consider. She also stated that the same firm designs marketing materials and she would like to see the City provide a short two -page marketing brochure and provided a few brochures from other nearby cities. Brett Banfield suggested that this information might be best placed on the City website. The CEDC would like to see the City's website redesigned. 6. Staff and member comments Karen Capps reported on the recently held Broker & Developer Day at Timber Creek Golf Course stating that approximately 40 persons attended the workshop with good feedback from the event. 7. Adjournment The meeting adjourned at 10:15 a.m.
