Meeting Minutes
August 3, 2016
The Friendswood Community and Economic Development Committee met on Wednesday,
August 3, 2016 at 8:30 a.m., in the second floor conference room of City Hall, 910 S.
Friendswood Drive, Friendswood, Texas, with the following members present: Chair Pauline
Moore, Brett Banfield, Lorrie Foreman, Skip Evans, Gary Kay, Jennifer Whitley, and Dr. Hilmar
Zeissig. Liaisons present were Councilmember Carl Gustafson, and Bix Rathburn of Galveston
County.
Staff member present was Karen Capps.
Absent from the meeting were Marcus Perry and Bill Provenzano.
1. Call to Order. The meeting was called to order by Chair Pauline Moore at 8:34 a.m.
2. Roll call was made. There was a quorum.
3. Approval of Minutes
Skip Evans made a motion to approve the July 6, 2016 meeting minutes. The motion was
seconded by Dr. Hilmar Zeissig and it passed unanimously in the committee.
4. Discussion and possible action regarding:
Performance Metrics and Update to Economic Development Policy
It was reported that a subcommittee met in July to review and discuss work since the Economic
Development Policy was adopted. A report was given regarding progress. Another subcommittee
meeting will be needed to complete this task and will report back to the CEDC at next month's
meeting.
Development Report
Karen Capps gave a report on the status of commercial development planned and under
construction.
Status of proposed changed requiring a specific use permit for large retail establishments
P&Z Commissioner, Craig Lovell, reported that a P&Z subcommittee has almost completed their
review and will bring recommendations back to the entire P&Z Commission next month.
5. Reports:
Planning and Zoning
P&Z Commissioner, Craig Lovell, reported that the proposed residential infill development near
Sunmeadow subdivision, Friendswood Trails, was approved on Monday night at first reading of
the ordinance. The proposed residential development includes 424 lots with greenspace, trails,
and tree preservation.
Committee members
Brett Banfield reported on the Friends of Downtown Friendswood Association's public arts
project mural that is planned for the side of the HomeTown Shopping Center at South
Friendswood Drive and Skyview Terrace on the side of Sherwin Williams.
City Staff
Karen Capps reported on the status of the Friendswood Downtown EDC.

The meeting adjourned at 10:12 a.m.
