HomeMy WebLinkAboutCEDC Minutes 2016-07-06 RegularFriendswood Community and Economic Development Committee Meeting Minutes July 6, 2016 The Friendswood Community and Economic Development Committee met on Wednesday, July 6, 2016 at 8:30 a.m., in the second floor conference room of City Hall, 910 S. Friendswood Drive, Friendswood, Texas, with the following members present: Chair Pauline Moore, Vice Chair Marcus Perry, Brett Banfield, Lorrie Foreman, Skip Evans, Gary Kay, Bill Provenzano, and Jennifer Whitley. Liaisons present were Councilmember Carl Gustafson, Carol Marcantel of the Friendswood Chamber of Commerce, Friendswood ISD Superintendent Trish Hanks, and Bix Rathburn of Galveston County. Staff member present was Karen Capps. Absent from the meeting was Dr. Hilmar Zeissig. 1. Call to Order. The meeting was called to order by Chair Pauline Moore at 8:34 a.m. 2. Roll call was made. There was a quorum. CLOSED EXECUTIVE SESSION The committee met in executive session to review a municipal grant application received. RECONVENE INTO OPEN SESSION New committee member introductions were made. 3. Approval of Minutes Brett Banfield made a motion to approve the June 1, 2016 meeting minutes. The motion was seconded by Bill Provenzano and it passed unanimously in the committee. 4. Elect/Reelect Chair and Vice Chair Bill Provenzano made a motion to reelect Pauline Moore as Chair and Marcus Perry as Vice Chair. The motion was seconded by Gary Kay and passed unanimously in the committee. 5. Discussion and possible action regarding: Annual Report to City Council — Karen Capps provided a draft annual report to the committee and it was reviewed and discussed. Marcus Perry will draft a summary closing for the report. Chair Pauline Moore will provide an oral and written annual report to City Council on Monday, July 11 along with copies of the items implemented since the Economic Development Policy was adopted in January 2015 and the Economic Incentive Success Stories. Performance Metrics and Update to Economic Development Policy Karen Capps provided an outline of what actions had been taken by the committee and City Council since the Economic Development Policy was adopted by City Council in January 2015. The committee reviewed the report and suggested this be part of the CEDC's Annual Report to City Council. Marcus Perry provided a performance measurement metrics outline that he drafted for consideration. Committee members decided to meet on July 12 as a subcommittee to complete the metrics. 5. Reports: City Council Councilmember Carl Gustafson reported that City Council will appoint the new Downtown EDC Board members at the City Council meeting on July 11. Friendswood Chamber of Commerce Carol Marcantel reported that the Chamber will hold a Business Expo on September 8 from 1 to 7 pm at Hope Lutheran Church. There will be 48 booths at the expo. Friendswood Independent School District Superintendent Trish Hanks reported on the proposed school tax rate ratification and school finance. 6. Adjournment The meeting adjourned at 11:19 a.m.
