Meeting Minutes
June 1, 2016
The Friendswood Community and Economic Development Committee met on Wednesday, June
1, 2016 at 8:30 a.m., in the second floor conference room of City Hall, 910 S. Friendswood Drive,
Friendswood, Texas, with the following members present: Chair Pauline Moore, Brett Banfield,
Mark Conrad, Skip Evans, Gary Kay, and Jeremy Magnuson, . Liaisons present were Planning
and Zoning Commissioner Craig Lovell, Carol Marcantel of the Friendswood Chamber of
Commerce, Friendswood ISD Superintendent Trish Hanks, and Dan Seal of the Bay Area
Houston Economic Partnership.
Staff member present was Karen Capps.
Absent from the meeting were Marcus Perry, Bill Provenzano, and Dr. Hilmar Zeissig.
1. Call to Order. The meeting was called to order by Chair Pauline Moore at 8:34 a.m.
2. Roll call was made. There was a quorum.
3. Approval of Minutes.
Skip Evans made a motion to approve the May 1, 2016 meeting minutes. The motion was
seconded by Jeremy Magnuson and it passed unanimously in the committee.
4. Discussion and possible action regarding:
a. Economic Development Policy Action Items
Karen Capps will draft a one -page summary of CEDC recommendations and accomplishments,
since the Economic Development Policy was adopted, and email it to the committee for review
and consideration/discussion at next month's meeting. Gary Kay volunteered to update the ED
Policy.
b. Status of proposed changes requiring a specific use permit for large retail establishments
P&Z Commissioner Craig Lovell reported that P&Z is benchmarking with other cities and how
their ordinances control large retail establishments, including single retail tenant users occupying
over 25,000 square feet. The commission is still reviewing ordinances and may be finished by the
end of the summer.
c. Development Update
Karen Capps provided an updated new development report and discussed status of projects with
the committee.
5. Reports:
Friendswood Independent School District
Superintendent Trish Hanks reported that today is the last day of the school year at FISD. The
end of the year luncheon is tomorrow which includes nineteen employees retiring. FISD is in the
middle of hiring for the next school year. Summer school, ESL, and other classes begin the
second week of June. There are 500 students graduating this Saturday at the Don Coleman
Coliseum who were offered over $10 million in scholarships.
Friendswood Chamber of Commerce
Carol Marcantel reported that the monthly Chamber luncheon is tomorrow at the Green Event
Center. The July 4 Truck raffle is underway with raffle tickets for sale. Texas -New Mexico
Power was awarded Business of the Month. The Chamber will hold a Business Expo in
September at Hope Lutheran Church. The Friendswood Farmers Market is this Saturday.
Bay Area Houston Economic Partnership
Dan Seal reported on the Whitcomb property's status and how BAHEP is working with Clear
Creek Community Church to bring quality commercial development to the site. BAHEP recently
held their 25th annual Citizens for Space Exploration trip to Washington, D.C. There were 89
travelers, 37 of which were students who visited with over 234 representatives.
Staff
Karen Capps reported that CEDC appointments and reappointments will be considered by City
Council at their June meeting which include Gary Kay for reappointment, Lorrie Foreman and
Jennifer Whitely for appointment to fill Mark Conrad and Jeremy Magnuson's vacancies. A new
Chair and Vice Chair will be elected at the July CEDC meeting. Ms. Capps asked all CEDC
members to review their attendance records as the new appointment term begins in July. The
street paver project in front of City Hall, the fire station, and Stevenson Park should be complete
by July. Ms. Capps reported on attending a broker event hosted in May by the Richland
Companies owners of Raton Plaza on FM 528.
