Meeting Minutes
May 4, 2016
The Friendswood Community and Economic Development Committee met on Wednesday, May
4, 2016 at 8:30 a.m., in the second floor conference room of City Hall, 910 S. Friendswood Drive,
Friendswood, Texas, with the following members present: Chair Pauline Moore, Brett Banfield,
Mark Conrad, Skip Evans, Jeremy Magnuson, Marcus Perry, and Dr. Hilmar Zeissig. Liaisons
present were Planning and Zoning Commissioner Craig Lovell, Bix Rathburn of Galveston
County, Carol Marcantel of the Friendswood Chamber of Commerce, and Friendswood ISD
Superintendent Trish Hanks.
Staff member present was Karen Capps.
Absent from the meeting were Gary Kay and Bill Provenzano.
1. Call to Order. The meeting was called to order by Chair Pauline Moore at 8:34 a.m.
2. Roll call was made. There was a quorum.
3. Approval of Minutes.
Brett Banfield made a motion to approve the April 6, 2016 meeting minutes. The motion was
seconded by Dr. Hilmar Zeissig and it passed unanimously in the committee.
4. Discussion and possible action regarding:
a. Development Update
Karen Capps provided an updated new development report and discussed status of projects with
the committee.
5. Reports:
Planning and Zoning
P&Z Commissioner Craig Lovell reported on the status of the proposed residential development,
Trails of Friendswood that will be considered for approval by City Council at their June meeting.
The proposed residential development received unanimous approval by P&Z for City Council's
approval.
Friendswood Independent School District
Superintendent Trish Hanks reported that FISD is at the end of their school year. Students at
Friendswood High School recently entered an art competition sponsored by VANS and are
currently in the top 30 schools competing for the chance to win $50,000. FISD currently has a
staff of 700 and are looking at their budget regarding hiring and staffing for the next school year.
Friendswood Chamber of Commerce
Carol Marcantel provided committee members with the newly updated 2016 Friendswood
Chamber Business Directory. She reported that the Chamber recently held their annual honor's
luncheon where $6,000 in scholarships were awarded to six students from Clear Brook and
Friendswood High School. The Chamber is hosting a Cinco de Mayo party on the patio from 5 to
7 pm with tacos, margaritas, beer, and wine. Friendswood's Farmers Market will be held this
Saturday, May 7.
Galveston County
Bix Rathburn announced that a transportation summit will be held on September 1 at Chuck
Doyle Convention Center in Texas City to discuss federal and regional transportation planning
and funding.
