HomeMy WebLinkAboutCEDC Minutes 2016-04-06 RegularFriendswood Community and Economic Development Committee Meeting Minutes April 6, 2016 The Friendswood Community and Economic Development Committee met on Wednesday, April 6, 2016 at 8:30 a.m., in the second floor conference room of City Hall, 910 S. Friendswood Drive, Friendswood, Texas, with the following members present: Chair Pauline Moore, Brett Banfield, Mark Conrad, Skip Evans, Marcus Perry, and Dr. Hilmar Zeissig. Liaisons present were Planning and Zoning Commissioner Craig Lovell, Bix Rathburn of Galveston County, and Carol Marcantel of the Friendswood Chamber of Commerce. Staff member present was Karen Capps. Absent from the meeting were Gary Kay, Jeremy Magnuson, and Bill Provenzano. 1. Call to Order. The meeting was called to order by Chair Pauline Moore at 8:32 a.m. 2. Roll call was made. There was a quorum. 3. Approval of Minutes. Brett Banfield made a motion to approve the March 2, 2016 meeting minutes. The motion was seconded by Skip Evans and it passed unanimously in the committee. 4. Discussion and possible action regarding: a. Economic Development Policy Action Items Karen Capps provided an updated new development report and discussed status of projects with the committee. It was suggested that the report be provided to City Council quarterly. Other suggestions included providing a summary at the beginning of the report that includes total number of projects, sales tax increase, and to maintain a list of projects for the previous twelve months on a rolling basis. b. Status of recommended changes to the permitted use table Karen Capps reported that City Council approved the proposed changes to the permitted use table at the second and final reading at the April 4 City Council meeting which requires a Specific Use Permit for most automotive uses in the downtown district. c. Status of proposed ordinance regarding requiring a specific use permit for single -use large retail establishments Planning and Zoning Commisioner Lovell stated that P&Z is still researching information that is already addressed under existing city ordinances and it may be July or August before any possible recommendations or changes are proposed. 5. Reports: Committee Members Brett Banfield reported on the I" Annual TexFest at Captain's Corner Shopping Center. The Friends of Downtown Friendswood Association is already planning next year's event. Mark Conrad spoke about volunteering on June 11 to help the Galveston County Food Bank. Friendswood Chamber Carol Marcantel invited the committee to the Chamber's Annual Appreciation Luncheon at Stevenson Park on April 7. The Annual Car Show will be held on April 16 and the Chamber will host a Business Expo on September 8 at Hope Lutheran Church. 6. Adjournment The meeting adjourned at 9:55 a.m.
