Meeting Minutes
November 4, 2015
The Friendswood Community and Economic Development Committee met on Wednesday,
November 4, 2015 at 8:30 a.m., in the second floor conference room of City Hall, 910 S.
Friendswood Drive, Friendswood, Texas, with the following members present: Chair Pauline
Moore, Vice Chair Marcus Perry, Mark Conrad, Skip Evans, Gary Kay, and Jeremy Magnuson.
Liaisons present were Galveston County liaison Bix Rathburn and Friendswood ISD
Superintendent Trish Hanks.
Staff member present was Karen Capps.
Absent from the meeting were Brett Banfield, Bill Provenzano, and Dr. Hilmar Zeissig.
1. Call to Order. The meeting was called to order at 8:35 a.m.
2. Roll call was made. There was a quorum.
3. Approval of Minutes.
Mark Conrad made a motion to approve the September 2 and October 7, 2015 meeting minutes.
The motion was seconded by Gary Kay and it passed unanimously in the committee.
4. Discussion regarding 13' Annual Commercial broker and Developer Day and plans for
2016 event.
Karen Capps gave a report on this year's event. There were about 50 attendees, and of those,
approximately 15 played golf in the afternoon. Karen and Bix Rathburn gave presentations at the
event which included information about development that is currently planned, recently
constructed, and underway in the city. Information was also provided about resources, incentives,
and opportunities in the city and county. The committee requested a copy of the presentation. It
was suggested that next year's event be a brunch since lunch was served before 11 am at this
year's event.
5. Discussion and possible action regarding Economic Development Policy action items.
This item was not discussed.
6. Reports:
Planning and Zoning
P&Z Commissioner, Craig Lovell, reported on P&Z discussions regarding eliminating gas stations
as a permitted use in the downtown district, and downtown amenities, i.e. brick paver, lighting,
and benches, having a uniform look.
Staff
Karen Capps reported that she will be attending ICSC's retail convention in Dallas again this year
and will help man BAHEP's booth at the tradeshow.
7. Adjournment
The meeting adjourned at 10:15 a.m.
