Meeting Minutes
June 3, 2015
The Friendswood Community and Economic Development Committee met on Wednesday, June
3, 2015 at 8:30 a.m., in the second floor conference room of City Hall, 910 S. Friendswood Drive,
Friendswood, Texas, with the following members present: Chair Pauline Moore, Vice Chair Tony
Annan, Brett Banfield, Mark Conrad, Skip Evans, Jeremy Magnuson, and Bill Provenzano.
Liaisons present were Dan Seal - Bay Area Houston Economic Partnership, Carol Marcantel -
President of the Friendswood Chamber of Commerce, Planning and Zoning Commissioner David
O'Farrell, and Bix Rathburn — President of the Galveston County Economic Alliance.
Absent from the meeting were Marcus Perry and Dr. Hilmar Zeissig.
Staff member present was Karen Capps.
1. Call to Order. The meeting was called to order at 8:34 a.m.
2. Roll call was made. There was a quorum.
3. Approval of Minutes.
Bill Provenzano made a motion to approve the May 13, 2015 meeting minutes. The motion was
seconded by Skip Evans and passed unanimously in the committee.
4. Discussion and possible action regarding:
The committee discussed the CEDC worksession that was held on June 1 with City Council
concerning two funding proposals for the top two priority projects - FM 528 sanitary sewer
project and Downtown streetscaping. The CEDC requested Staff to invite the Mayor to speak
with the committee for future direction. The committee also discussed the Whitcomb tract
rezoning that was amended and passed at first reading on June 1. Bergamos Spa is rezoning to
construct a new two-story, 13,687 square foot building.
5. Reports:
Planning and Zoning
David O'Farrell said P&Z will be considering a new Chair and possibly Vice Chair position at
their next meeting and also have a vacancy to fill.
Friendswood Chamber of Commerce
Carol Marcantel reported that the Chamber's monthly general membership luncheon will be held
this week on June 4, and the topic is hurricane awareness.
Bay Area Houston Economic Partnership
Dan Seal reported that BAHEP's Citizens for Space Exploration (CSE) trip to Washington, D.C.
in May was successful. There were 100 travelers from 29 states, with 30 of the attendees being
students. Councilmember Pat McGinnis was part of the group that met with over 76
representatives during a two day time span. There are ten space centers in the United States
sharing an $18.2 billion budget. NASA-JSC receives $4 billion of that. There will be a BAHEP
General Membership meeting on July 15 at South Shore Harbor with a legislative update. On
June 8, Ellington Airport will become the loth spaceport in the U.S. On June 28, their license will
be approved. Hilmar Zeissig brought six German reporters to meet with BAHEP staff.
Galveston county Economic Alliance
Bix Rathburn reported on the Port of Texas City's expansion. The City of Hitchcock has applied
for a foreign trade zone designation and has hundreds of acres available for development.
6. Adjournment
The meeting adjourned at 10 a.m.
