Meeting Minutes
December 3, 2014
The Friendswood Community and Economic Development Committee met on Wednesday,
November 5, 2014 at 8:30 a.m., in the second floor conference room of City Hall, 910 S.
Friendswood Drive, Friendswood, Texas, with the following members present: Chair Pauline
Moore, Brett Banfield, Mark Conrad, Skip Evans, Jeremy Magnuson, Bill Provenzano, and Dr.
Hilmar Zeissig. Liaisons present were City Councilmember Carl Gustafson, Bay Area Houston
Economic Partnership Executive Director of Special Initiatives Dan Seal, Planning and Zoning
Commissioner David O'Farrell, and Friendswood Chamber of Commerce President Carol
Marcantel.
Absent from the meeting were Tony Annan and Marcus Perry.
Staff member present was Karen Capps.
1. Call to Order. The meeting was called to order at 8:36 a.m.
2. Roll call was made. There was a quorum.
CLOSED EXECUTIVE SESSION — The committee met in executive session to discuss an
application from a business for a municipal grant.
RECONVENE INTO OPEN SESSION
3. Approval of Minutes.
Jeremy Magnuson made a motion to approve the November 5, 2014 meeting minutes. The
motion was seconded by Mark Conrad and was unanimously approved by the committee.
4. Discussion and possible action regarding a) review draft economic development policy
and b) work session retreat with City Council.
The committee reviewed and made changes to the draft economic policy and discussed the format
of the work session with City Council to be held on Saturday, December 6.
5. Reports:
Planning and Zoning
David O'Farrell reported that as a broker, he his receiving a heightened interest in Friendswood by
potential commercial developers.
Friendswood Chamber of Commerce
Carol Marcantel reported there will be a Chamber luncheon tomorrow. Other holiday activities
include the Chamber's open house on December 11 and the Christmas parade in coordination with
Santa in the Park on December 13. The Chamber currently has approximately 535 members with
about 250 from Friendswood.
Bay Area Houston Economic Partnership
Dan Seal reported the Orion test launch is scheduled tomorrow in Florida. On Thursday,
December 11, BAHEP will host their annual holiday party from 4:30 to 6:30 pm. Dan also
reported on the ICSC Retail Conference and Tradeshow in Dallas and BAHEP's legislative agend
which includes refunding the state's Texas Enterprise Fund.
