Meeting Minutes
November 5, 2014
The Friendswood Community and Economic Development Committee met on Wednesday,
November 5, 2014 at 8:30 a.m., in the second floor conference room of City Hall, 910 S.
Friendswood Drive, Friendswood, Texas, with the following members present: Chair Pauline
Moore, Vice Chair Tony Annan, Brett Banfield, Jeremy Magnuson, and Marcus Perry. Liaisons
present were City Councilmember Carl Gustafson, Dan Seal and Bob Mitchell - Bay Area
Houston Economic Partnership, Bix Rathburn - Galveston County Economic Alliance, and
Planning and Zoning Commissioner David O'Farrell.
Absent from the meeting were Mark Conrad, Skip Evans, Bill Provenzano, and Hilmar Zeissig.
Staff member present was Karen Capps.
1. Call to Order. The meeting was called to order at 8:35 a.m.
2. Roll Call. Roll call was made.
3. Approval of Minutes.
Jeremy Magnuson made a motion to approve the October 1, 2014 meeting minutes with
corrections. The motion was seconded by Brett Banfield and was unanimously approved by the
committee.
4. Discussion and possible action regarding a) the development of policies pertaining to
economic development and b) recap of the 12' Annual Broker and Developer Day event.
The committee reviewed the draft economic policy. It was suggested that a one -page executive
summary be added. The committee discussed as one of the recommendations, possible uses and
citywide needs for a Type B economic development sales tax be added to the policy. Bix
volunteered to draft a one page document that describes possible uses. A meeting to discuss the
draft policy with City Council has been tentatively scheduled for Saturday, December 6.
Karen Capps reported there were approximately 40 attendees at this year's event from large
Houston -based commercial brokerage firms and local area brokers and developers. There was
good feedback on all presentations given by City staff (Karen and Morad), BAHEP (Dan Seal and
Barbara Cutsinger).
5. Reports:
Planning and Zoning
David O'Farrell reported that P&Z is still discussing possible changes to the zoning ordinance
regarding home occupations.
City Staff
Karen Capps reported on commercial projects planned or underway in the city including Tannos
Business Park, Bushi Ban, Masa Sushi Restaurant and Retail Center, Manison Plaza, Acadiana
Plaza, Clearwood Business Park, Tires by Design, First Choice E.R., Townes Square Center,
Friendswood Professional Buildings A & B, Friendswood Place, Serenity Gardens Alzheimer's
Center, and several expansion projects including Pro Sury and Potter's Liquor. Several large
prospects were reported as well. A report was given regarding the status of the Whitcomb
property being under contract by Clear Creek Community Church.
Bay Area Houston Economic Partnership
Dan Seal reported there were 135 attendees at BAHEP's 2014 broker event that was held at the
Hess Club on October 29. Barbara Cutsinger and Karen Capps will attend the ICSC Retail
Conference and Tradeshow event in Dallas on November 11-13.
