Meeting Minutes
March 29, 2014
The Friendswood Community and Economic Development Committee met on Saturday, March
29, 2014 at 12 p.m., in the community Room at AMOCO Federal Credit Union, 235 E. Parkwood
Avenue, Friendswood, Texas with the following members present: Chair Pauline Moore, Brett
Banfield, Mark Conrad, Skip Evans, Marcus Perry, Bill Provenzano, and Dr. Hilmar Zeissig.
Liaisons present were City Councilmember Carl Gustafson and Dan Seal of the Bay Area Houston
Economic Partnership.
Absent from the meeting were Tony Annan and Jeremy Magnuson.
Staff member present was Karen Capps.
1. Call to Order. The joint meeting with City Council was called to order at 12 p.m.by Chair
Pauline Moore with a quorum present.
2. Discussion with City Council regarding planning and goal setting for the City of
Friendswood.
The joint planning meeting of City Council and the CEDC was facilitated by Joe Gonzalez. After
introductions, Joe assigned three separate discussion groups to work on ten topic areas that were
discussed earlier in the day by City Council. 1)accountability for money spent; 2) performance
metrics; 3) how to help businesses that come here of their own accord; 4) incentive plan with
coherence and logic; 5) understand structural and policy impediments and things that help as well;
6) how to find businesses that currently don't know about Friendswood; 7) encourage
redevelopment of low curb appeal properties; 8) benchmark and target other smaller cities that
have success; 9) honor with recognition program for business owners; and 10) periodic regular
joint planning and strategy session with CEDC and Council. After small group discussion, reports
were then made by each group's leader about ideas how to move forward. A steering committee
consisting of Councilmember Carl Gustafson, CEDC Chair Pauline Moore, CEDC member
Marcus Perry, and City staff Karen Capps, were appointed to work on a draft policy to be
reviewed with CEDC and City staff. The draft policy will then be discussed with City Council at
a work session at the end of June.
