Meeting Minutes
March 5, 2014
The Friendswood Community and Economic Development Committee met on Wednesday, March
5, 2014 at 8:30 a.m., in the second floor conference room of City Hall, 910 S. Friendswood Drive,
Friendswood, Texas, with the following members present: Chair Pauline Moore, Vice Chair Tony
Annan, Brett Banfield, Mark Conrad, Marcus Perry, and Dr. Hilmar Zeissig. Liaisons present
were City Councilmember Carl Gustafson, Friendswood Chamber of Commerce President Carol
Marcantel, Bay Area Houston Economic Partnership Executive Director of Special Initiatives Dan
Seal, Galveston County Economic Alliance President Don Gartman, and Friendswood ISD
Superintendent Trish Hanks.
Absent from the meeting were Mark Conrad, Jeremy Magnuson, and Bill Provenzano.
Staff members present were Karen Capps and Morad Kabiri.
1. Call to Order. The meeting was called to order at 8:34 a.m. by Chair Pauline Moore with a
quorum present.
2. Roll Call. Roll call was made.
3. Approval of Minutes.
A motion was made by Dr. Hilmar Zeissig to approve the February 5, 2014 meeting minutes. The
motion was seconded by Brett Banfield and it passed unanimously in the committee.
4. Discussion and possible action, but not limited to the Community and Economic
Development Committee's strategic plan, goals, and action items.
The committee discussed topics for the planning retreat with City Council. Marcus Perry will lead
the assemblage of topics for the retreat.
5. Reports:
City Council
Councilmember Carl Gustafson reported there will be no city election since there were no
opponents of the two City Councilmember incumbents.
Friendswood Independent School District
Trish Hanks reported that Friendswood ISD will utilize PASO to update a demographic study for
their area. Trish shared recent news regarding performance, academic success by the academic
decathlon team, swim team, and also discussed the effects of House Bill 5 for student assessment
and achievement.
Friendswood Chamber of Commerce
Carol Marcantel reported that 225 persons are registered for the State of the City event. Tony
Annan asked if the Chamber could hold a franchise information event since there are many
residents that have the financial resources that would be interested in the subject. Don Gartman
offered to help organize the event.
Bay Area Houston Economic Partnership
Dan Seal reported that there is good news for NASA, Washington approved a $17.2 million
budget for NASA-JSC.
Galveston County Economic Alliance
Don Gartman reported that Buccee's should open in May or June. Galveston County Judge Mark
Henry requested information from city economic developers in the county pertaining to how
Galveston County can better lead economic development efforts. Two meetings occurred with
city representatives and a plan will be presented to the judge.
