HomeMy WebLinkAboutCEDC Minutes 2013-03-06 RegularFriendswood Community and Economic Development Committee Meeting Minutes March 6, 2013 The Friendswood Community and Economic Development Committee met on Wednesday, March 6, 2013, at 8:30 a.m., in the second floor conference room of City Hall, 910 S. Friendswood Drive, Friendswood, Texas, with the following members present: Chair Skip Evans, Vice Chair Pauline Moore, Tony Annan, Brett Banfield, Jeremy Magnuson, Bill Provenzano, and Dr. Hilmar Zeissig. Liaisons present were Councilmember Pat McGinnis, Friendswood Chamber President Carol Marcantel, Bay Area Houston Economic Partnership Marketing Director Barbara Cutsinger, and CCISD Director of Communications, Elaina Polsen. Absent from the meeting was Mark Conrad. Staff member present was Karen Capps. Also present was Jeff Newpher of the Friendswood Journal. 1. Call to Order. The meeting was called to order by Chair Skip Evans at 8:34 with a quorum present. 2. Roll Call. Roll call was made. CONVENE INTO CLOSED EXECUTIVE SESSION The CEDC met in executive session under Section 551.087: Deliberation regarding Economic Development Negotiations, to review an application for incentives. RECONVENE INTO OPEN SESSION 3. Approval of Minutes. Brett Banfield made a motion to approve the February 4 and February 6, 2013 meeting minutes. The motion was seconded by Bill Provenzano and it passed unanimously in the committee. 4. Discussion and possible action, but not limited to the Community and Economic Development Committee's strategic plan, goals, and action items. The committee reviewed a map that was prepared showing vacant properties along FM 528, and decided the next step should be to meet with property owners and/or their representatives to discuss possible development challenges or impediments. Tony Annan volunteered to work with Staff and participate in these meetings. The committee also discussed City Council's request concerning possibly requiring a fiscal impact analysis for rezoning requests. There was consensus by the committee that an economic/fiscal impact analysis should be prepared and submitted to the city for all downzonings or rezonings from commercial to any type of residential zones including PUDs. 5. Reports: Planning and Zoning Commission Jim Gibson gave a report on recent site plan approvals and an extension of time granted in order for a daycare located on Friendswood Drive to come into compliance with the downtown district requirements. City Council Dr. McGinnis said the CEDC report given by Jeremy Magnuson at the March 4 meeting was received well by City Council. Clear Creek ISD CCISD Director of Communications, Elaina Polsen stated the CCISD Board of Trustees called for a May 11 bond election which includes a $367 million bond package. If approved, the tax rate increase would be an additional .1125 cents, a $172 increase annually for the average homeowner. The tax would be phased in over a three-year period. Friendswood Chamber of Commerce Carol Marcantel reported that tomorrow will be the Annual State of the City luncheon at the Green Event Center with Mayor Holland speaking. The annual Fig Fest will be held on Saturday, April 20 from 9 am until 4 pm. The committee also discussed sponsoring a future Party on the Patio. Bay Area Houston Economic Partnership Barbara Cutsinger reported that Dan Seal was at the Heli-Expo (helicopter) Conference in Las Vegas. Bob Mitchell and Harriet Lukee are attending Legislative Day in Austin. On March 27, BAHEP is hosting a general membership meeting with Congressman Randy Weber as the guest speaker. 6. Adjournment. The meeting adjourned at 10:23 am.
