HomeMy WebLinkAboutCEDC Minutes 2012-11-14 RegularFriendswood Community and Economic Development Committee Meeting Minutes November 14, 2012 The Friendswood Community and Economic Development Committee met on Wednesday, November 14, 2012, at 8:30 a.m., in the second floor conference room of City Hall, 910 S. Friendswood Drive, Friendswood, Texas, with the following members present: Chair Skip Evans, Tony Annan, Brett Banfield, Mark Conrad, Jeremy Magnuson, Bill Provenzano, and Dr. Hilmar Zeissig. Also present were the following liaisons: City Councilmember Dr. Pat McGinnis, Bay Area Houston Economic Partnership Executive Director of Special Projects Dan Seal, and Clear Creek Independent School District Coordinator of External Affairs Eva deCardenas. Absent from the meeting was Pauline Moore. Staff member present was Karen Capps. Also present was Jeff Newpher of the Friendswood Journal and resident James Gerland. 1. Call to Order. The meeting was called to order at 8:33 with a quorum present. 2. Roll Call. Roll call was made. 3. Approval of Minutes. B r e tt B an fi el d made a motion to approve the October 17, 2012 meeting minutes. The motion was seconded by Tony Annan and it passed unanimously in the committee. 4. Discussion and possible action, but not limited to the Community and Economic Development Committee's strategic plan, goals, and action items. Next year's Broker and developer Day event was discussed. Karen Capps reported that the date for next year's event will be Thursday, October 17 and will begin at 11 am. The committee discussed proposed amendments to the Chapter 380 Municipal Grant Program. Dr. Hilmar Zeissig made a motion for staff to submit the draft Chapter 380 Municipal Grant Program with proposed changes by the CEDC to the City Attorney for review, subject to the CEDC review of Attachment A that will be discussed at the next meeting. The motion was seconded by Brett Banfield and passed unanimously in the committee. The committee discussed the work session that was held with City Council on November 5. Tony Annan made a motion for the committee to prepare a proposal to City Council for a plan of action for the FM 528 corridor. The motion was seconded by Dr. Hilmar Zeissig and it passed unanimously in the committee. The committee discussed some of the discussion items that may be part of the proposed plan of action including forming an ad hoc committee, addressing infrastructure needs and funding, minimizing downzoning and non -revenue uses, centralizing the focus of all City committees, and seeking feedback from City Council. 5. Reports: Clear Creek Independent School District Clear Creek ISD Eva deCardenas reported Dr. Greg Smith was named 2012 Texas Superintendent of the Year by the Texas Association of School Boards. The Houston Chronicle recently named CCISD as one of the Houston Chronicle Top Workplaces - CCISD ranked 23rd among large Houston area employers. The proposed 2013-14 school academic calendar is now being considered. The Clear Creek Independent School District is among 23 school districts selected to participate in the High Performance Schools Consortium. The consortium will work with the Texas Education Agency and legislators to develop new learning standards, assessments and accountability systems. Bay Area Houston Economic Partnership Dan Seal reported that BAHEP's golf appreciation day was a huge success and Friendswood was well -represented at the event. On December Yd, the 6th Annual Pumps and Pipes Conference will be held in collaboration of the medical industry's heart and vascular center and Exxon -Mobil. NASA's Strategic Office of Partnership Development has been invited to the event. BAHEP is pursuing an FAA designation of Ellington Airport as a certified spaceport. BAHEP is getting ready for the next Texas legislative session by developing and vetting its 2013 legislative agenda. City Staff Karen Capps reported that the three awards from the International Economic Development Council were mentioned at the November 5 City Council meeting during the City Manager's report and are currently in the display case in the foyer of City Hall. The committee was congratulatory for the three awards won from the Retail Recruitment Ad, Live Here Work Here campaign that was launched in 2008, and the New Business Guide. Ms. Capps reported on the ICSC event recently attended in Dallas and prospect leads from the event. 6. Adjournment. The meeting adjourned at 10:15 am.
