Meeting Minutes
May 2, 2012
The Friendswood Community and Economic Development Committee met on Wednesday,
May 2, 2012, at 8:30 a.m., in the second floor conference room of City Hall, 910 S.
Friendswood Drive, Friendswood, Texas, with the following members present: Chair Skip
Evans, Vice Chair Pauline Moore, Tony Annan, Brett Banfield, Kirk
Lippert, Jeremy Magnuson, and Bill Provenzano. Liaisons present were Friendswood
Chamber of Commerce President Carol Marcantel, Bay Area Houston Economic Partnership
representative Dan Seal, and Planning and Zoning Commissioner Jim Gibson.
Absent from the meeting were Mark Conrad and Dr. Hilmar Zeissig.
Staff member present was Karen Capps.
Also present were Jeff Newpher of the Friendswood Journal and residents Jackie Gibson and
Nancy Drobniak.
1. Call to Order. The meeting was called to order at 8:33 with a quorum present.
2. Roll Call. Roll call was made.
3. Approval of Minutes. Tony A n n a n made a motion to approve the April 4, 2012
meeting minutes. The motion was seconded by Jeremy Magnuson and it passed
unanimously in the committee.
4. Discussion and possible action, but not limited to the Community and Economic
Development Committee's strategic plan, goals, and action items.
The committee discussed the economic development importance of FM 528 corridor and
the need to communicate its impact to City Council and other committees. It was
suggested that the committee review again which infrastructure projects are in the CIP and
the associated cost estimates. There was consensus to draft a written recommendation
regarding the importance of the FM 528 corridor to City Council which will be reviewed
by the committee. The committee also discussed a list of tax exempt properties that was
previously provided. Most of the properties on the list were from typical exemptions:
schools, churches, rights of way, city -owned, etc. with the exception of an apartment
complex and nursing home, therefore the committee decided to take no action or
recommendation on this subject.
5. Reports:
Planning and Zoning
Commissioner Jim Gibson reported that Planning and Zoning's agendas have been fairly slow this
year with nothing new to report.
Friendswood Chamber of Commerce
Carol Marcantel reported that there was a great turn out for the Fig Fest and Car Show that was
held on April 21. The Taste of the Town event has been postponed until further notice. Dan
Pastorini will be the guest speaker at the Chamber's May 24 General Membership and Frank
Billingsley will be their guest speaker at the June 2 meeting at the Green Event Center. Carol
reported there have been lots of new members and ribbon cuttings.
Bay Area Houston Economic Partnership
Dan Seal reported that BAHEP has been busy meeting with attendees at the OTC event currently
being held in Houston. The OTC event draws about 80,000 attendees. This year, some
Norwegians are visiting and interested in NASA-JSC and its contractors. The CSE — Citizens for
Space Exploration trip is approaching. Councilmember Billy Enochs will represent Friendswood
along with approximately 100 others from the area on the 21" annual trip to Washington D.C. to
advocate a safe and healthy budget for NASA. The trip will occur during the first week in June.
Dan also reported on a new 501(c) 3 named BAYTEC to help NASA become more outwardly
focused and would like to schedule a future presentation to the committee. Governor Rick Perry
will speak at BAHEP's General Membership Meeting on May 7.
City Staff
Karen Capps gave a report on prospects, business visits, and marketing.
