Meeting Minutes
March 7, 2012
The Friendswood Community and Economic Development Committee met on Wednesday,
March 7, 2012, at 8:30 a.m., in the second floor conference room of City Hall, 910 S.
Friendswood Drive, Friendswood, Texas, with the following members present: Vice Chair
Pauline Moore, Brett Banfield, Mark Conrad, Kirk Lippert, Jeremy Magnuson, Bill
Provenzano, and Dr. Hilmar Zeissig. Liaisons present were Bay Area Houston Economic
Partnership Marketing Director, Barbara Cutsinger, Friendswood Chamber of Commerce President
Carol Marcantel, and Planning and Zoning Commissioner Jim Gibson.
Absent from the meeting were Skip Evans and Tony Annan.
Staff members present were Karen Capps and Morad Kabiri.
Also present was Jeff Newpher of the Friendswood Journal.
1. Call to Order. The meeting was called to order at 8:40 with a quorum present.
2. Roll Call. Roll call was made.
3. Approval of Minutes. Bill Provenzano made a motion to approve the February 1,
2012 meeting minutes. The motion was seconded by Kirk Lippert and it passed
unanimously in the committee.
4. Discussion and possible action, but not limited to the Community and Economic
Development Committee's strategic plan, goals, and action items.
The proposed extension of Blackhawk Boulevard through the panhandle area was
discussed. The committee's consensus was that the road extension is still viable for
development in that area. The committee reviewed billboard mock ups for the Live Here
Work Here campaign and suggested changes. The revised designs will be emailed to
members. Ms. Capps said that staff is collecting information from both appraisal districts
regarding the types of properties that are exempt in the city, and this information will be
shared with both the committee and City Council at a future meeting.
5. Reports:
Planning and Zoning
Jim Gibson reported that there have been several public meetings regarding the single-family
residential estate zoning. He estimates that 75-90% of the attendees were in favor of the zoning.
P&Z did not approve a site plan that was submitted for a personal care facility due to inadequate
parking.
Friendswood Chamber of Commerce
Carol Marcantel reported that 207 persons attended the State of the City luncheon at the Green
Event Center last week. The Chamber is gearing up for their annual fig festival and car show.
The goal is to have 200 cars registered for the event. There are six booths signed up for the Taste
of the Town. The Chamber would like to have 21 vendors. The Chamber will soon begin sending
their monthly newsletters electronically and phase out their print publication.
Bay Area Houston Economic Partnership
Barbara Cutsinger reported that an international site selection consultant was visiting today.
BAHEP's broker event will be held in two weeks at the Hess Club. Over 1,100 invitations were
sent to major commercial brokers and sixty are attending so far. The 2012 HAR Commercial
Expo will be held this year on April 4.
City Staff
Karen Capps reported that a presentation regarding special financing districts will be made at next
month's meeting. There have been several restaurant and professional office space prospects
during the last month.
6. Adjournment.
Brett Banfield made a motion to adjourn the meeting and it was seconded by Bill Provenzano.
The meeting adjourned at 10:10 am.
