Meeting Minutes
November 9, 2011
The Friendswood Community and Economic Development Committee met on Wednesday,
November 9, 2011, at 8:30 a.m., in the second floor conference room of City Hall, 910 S.
Friendswood Drive, Friendswood, Texas, with the following members present: Chair Skip
Evans, Pauline Moore, Tony Annan, Brett Banfield, Mark Conrad, Kirk Lippert,
Jeremy Magnuson, and Bill Provenzano. Liaisons present were City Councilmember Mike
Barker, Friendswood Chamber of Commerce President Carol Marcantel, Galveston County
Economic Alliance President Don Gartman, Bay Area Houston Economic Partnership Executive
Director of Special Initiatives Dan Seal, Clear Creek LSD representative Eva deCardenas, and Planning and
Zoning Commissioner Jim Gibson.
Absent from the meeting was Hilmar Zeissig.
Staff member present was Karen Capps.
Also present was Jeff Newpher of the Friendswood Journal.
1. Call to Order. The meeting was called to order at 8:33 with a quorum present.
2. Roll Call. Roll call was made.
3. Approval of Minutes. Bill Provenzano made a motion to approve the October 12,
2011 meeting minutes. The motion was seconded by Tony Annan and it passed
unanimously in the committee.
4. Discussion and possible action, but not limitd to the Community and Economic
Development Committee's strategic plan, goals, and action items.
Karen Capps reported there were about 35 guests at the broker event. The date for next
year's event will be held on October 11, 2012. Ms. Capps reported on meetings with
brokers and developers at the ICSC San Antonio conference and trade show. There is a
meeting with another developer next week. The economic development video will be
posted on the PEG channel and the City's website.
The committee reviewed the strategic plan and focused on the following action items:
-Define what success is
-Market Panhandle as commercial/industrial
-Focus on Whitcomb property and Blackhawk extension, CDC, Downtown, and Panhandle
-Research ways to fund infrastructure needs
-Research payment for services in lieu of taxes
5. Reports:
Planning and Zoning
Jim Gibson reported on the new PUD process that allows applicants to seek zone change requests
with submittal of a conceptual plan.
CCISD
Eva deCardenas reported that CCISD joined a coalition with other schools to restore state
funding. Also reported was CCISD had 35 national merit finalists and the school board member
boundaries may change.
Friendswood Chamber of Commerce
Carol Marcantel reported that Dan Seal spoke at the November 3 Chamber general membership
luncheon. She also thanked all the golf tournament participants and sponsors. There was a record
attendance for the October 30 Halloween in the Park event.
Bay Area Houston Economic Partnership
Dan Seal reported the Embry Riddle Aeronautical University will lease 40,000 square feet in the
Ellington area for their master degrees program. Also, BAHEP's five-year strategic plan was just
finished. The City of Friendswood renewed BAHEP's contract.
City Staff
Karen Capps reported there have been several DRCs for property in the panhandle. One prospect
inquired about incentives.
7. Adjournment.
The meeting was adjourned at 10:26 am.
