Meeting Minutes
April 6, 2011
The Friendswood Community and Economic Development Committee met on Wednesday, April
6, 2011, at 8:30 a.m., in the second floor conference room of City Hall, 910 S. Friendswood
Drive, Friendswood, Texas, with the following members present: Chair Skip Evans, Brett
Banfield, Mark Conrad, Jeremy Magnuson, and Bill Provenzano. Liaisons present were City
Councilmember Mike Barker, Bay Area Houston Economic Partnership Executive Director of
Special Projects Dan Seal, Clear Creek ISD representative Eva deCardenas, and Friendswood
ISD representatives Trish Hanks and Dr. Rebecca Hillenburg.
Also present were Chris Brown of Big Splash Web Design and Jeff Newpher of the Friendswood
Journal.
Staff members present were Karen Capps and Roger Roecker.
Absent from the meeting were Kirk Lippert, Pauline Moore, and Hilmar Zeissig.
1. Call to Order. The meeting was called to order at 9:06 with a quorum present.
2. Roll Call. Roll call was made. It was announced that Cody Owen resigned from the
committee.
3. Approval of Minutes. Mark Conrad made a motion to approve the March 2, 2011 meeting
minutes. The motion was seconded by Brett Banfield and it passed unanimously in the
committee. Mark Conrad made a motion to approve the March 21, 2011 meeting minutes.
The motion was seconded by Jeremy Magnuson and it passed unanimously in the committee.
4. Discussion and possible action, but not limited to the Community and Economic
Development Committee's 2010-11 goals and action items.
Karen Capps reminded the committee of the HOA forum that will be held on Saturday,
April 9. She also reported that the Friendswood Chamber of Commerce's Board of Directors
approved the idea of sending the business survey to the Chamber membership. The Chamber
Board would like to review the survey and possibly include a few questions. Chris Brown
will begin working to craft the survey. She also reported that billboard space on FM 2351
was donated again this year so Chris will work on new concepts for the space.
5. Reports:
Liaisons
Friendswood ISD
Superintendent Trish Hanks and Board President Dr. Rebecca Hillenburg spoke about the
school district's funding crisis and how it has affected their maintenance and operation
budget. Friendswood, CCISD, and Pearland are three of only 32 schools in the state that
have previously received recognition from the State for being the most efficient school
districts in Texas. New cuts will be necessary to balance the budget.
Clear Creek ISD
Eva deCardenas also spoke about cuts to their operating budget. She also reported there
will be an election for three school board positions.
City Council
Mike Barker reported that bids for the animal control facility came in right under budget.
He also thanked the committee for their hard work and encouraged the group to continue
working on their goals.
Bay Area Houston Economic Partnership
Dan Seal reported that nine site selection consultants were brought to Houston through the
Greater Houston Partnership and Opportunity Houston. BAHEP was able to meet with
the consultants on Monday. The Space Day event was held in Austin last week. There
are three space shuttles that will be delivered to different states in the U.S. and Houston is
trying to bring one of the shuttles back home. The Embry Riddle delegation will visit at
the end of April. Dan also mentioned that BAHEP and its member cities will attend the
Houston Association of Realtors Commercial Expo this week.
City Staff
City Manager, Roger Roecker, reported that Sunnyview, Skyview, and Melody Lane are
under construction.
Karen Capps reported that there is a Chamber Member Appreciation Luncheon this
Thursday and the Fig Fest will be held on Saturday, April 16. She will attend the
Houston Association of Realtors Expo later today and the Texas Economic Development
Council meeting in Sugar Land later this month.
6. Adiournment.
The meeting was adjourned at 9:40 am. The committee then went into executive session.
CLOSED EXECUTIVE SESSION
The Community and Economic Development Committee convened into executive
session in accordance with the Texas Development Code, pursuant to Section 551.087 —
Deliberation regarding economic development negotiations to review a business
incentive application.
The executive session adjourned at 10:10 am.
