Meeting Minutes
November 3, 2010
The Friendswood Community and Economic Development Committee met on Wednesday,
November 3, 2010, at 8:30 a.m. at the Green Event Center, 2000 W. Parkwood Avenue,
Friendswood, Texas, with the following members present: Chair Skip Evans, Vice Chair Pauline
Moore, Brett Banfield, Mark Conrad, Kirk Lippert, Jeremy Magnuson, Bill Provenzano, and Dr.
Hilmar Zeissig. Liaisons present were City Councilmember Mike Barker and Mayor Pro Tern
Jim Hill, Bay Area Houston Economic Partnership Executive Director of Technology Programs
Dan Seal, Friendswood Chamber of Commerce President Carol Jones, Galveston County
Economic Alliance President Don Gartman, Clear Creek ISD External Affairs Coordinator Eva
deCardenas, and Friendswood ISD Superintendent Trish Hanks.
Planning and Zoning Commissioner Mark Tibbitts was present and facilitated the meeting.
Also present was Jeff Newpher of the Friendswood Journal.
Staff member present was Karen Capps.
Absent from the meeting was Cody Owen.
1. Call to Order. The meeting was called to order at 8:30 with a quorum present.
2. Approval of Minutes. Dr. Hilmar Zeissig made a motion to approve the October 6, 2010
meeting minutes. The motion was seconded by Bill Provenzano and it passed unanimously
in the committee.
3. Discussion and possible action, but not limited to the Community and Economic
Development Committee's 2009-10 goals and action items.
P&Z Commissioner Mark Tibbitts facilitated the half -day planning meeting which began with
Mr. Tibbitts summarizing the meeting's agenda, desired outcome, and ground rules. The
committee reviewed its purpose statement and duties as directed from City Council.
Purpose: To promote economic development in the City of Friendswood and to promote or
develop municipal infrastructure related to the development or expansion of business
enterprise.
Duties: To encourage commercial and industrial developments which are compatible with
the image of Friendswood; provide recommendations to the City Council regarding codes,
ordinances, policies, and procedures that assist economic development; and conduct
surveys of citizens and businesses to gain understanding of economic development which is
compatible with the city's interest, needs, and image.
The committee also reviewed the CEDC mission statement and discussed 2009-10
accomplishments. The community's strengths, weaknesses, opportunities, and threats were
discussed which led into the discussion of identifying the committee's 2010-11 goals.
Possible goals include:
Business Attraction
• Identify what businesses we would like to attract (currently underway with revising target
market list)
• Generate list of local area restaurants
• Attract entertainment business, i.e. similar to Main Event
• Host GHRA meeting at Green Event Center
• Be proactive on West Ranch property for development
Marketing and Communication
• Education/business marketing on positive impact of business development
• Marketing campaign
• Facilitate business/homeowners association interactions to gather early input for
development
• CEDC meetings with HOAs. Develop concept to counter non -growth sentiment
• CEDC to host meeting for future of Friendswood
• CEDC to meet with Friendswood Chamber
• Add residents to communications, like distribution lists to build relationships
• Develop concept and meet with City Council
• Develop survey for community input on development
4. Adjournment.
The meeting was adjourned at 12:10 pm.
