Meeting Minutes
October 6, 2010
The Friendswood Community and Economic Development Committee met on Wednesday,
October 6, 2010, at 8:30 a.m., in the second floor conference room of City Hall, 910 S.
Friendswood Drive, Friendswood, Texas, with the following members present: Chair Skip
Evans, Vice Chair Pauline Moore, Brett Banfield, Mark Conrad, Kirk Lippert, Jeremy
Magnuson, and Bill Provenzano. Liaisons present were City Councilmember Mike Barker, Bay
Area Houston Economic Marketing Manager Barbara Cutsinger, Planning and Zoning
Commissioner Jim Gibson, and Friendswood Chamber of Commerce President Carol Jones.
Also present was Jeff Newpher of the Friendswood Journal.
Staff member present was Karen Capps.
Absent from the meeting were Cody Owen and Dr. Hilmar Zeissig.
1. Call to Order. The meeting was called to order at 8:30 with a quorum present.
2. Roll Call. Roll call was made.
3. Approval of Minutes. Brett Banfield made a motion to approve the September 1, 2010
meeting minutes. The motion was seconded by Mark Conrad and it passed unanimously in
the committee.
4. Discussion and possible action, but not limited to the Community and Economic
Development Committee's 2009-10 goals and action items.
A. Retail/Restaurant Attraction
Karen Capps reported the Retail Flyer was just updated with 2010 data. The new retail
flyer will be at the Broker event and will be placed in the Friendswood Chamber of
Commerce's membership directory and a full -page ad will be in the November issue of
the Texas Real Estate Business magazine prior to the ICSC Texas Deal Making
Conference in Grapevine.
B. Communications and Marketing

-8t' Annual Broker and Developer Day
Karen Capps reported that invitations were mailed and an RSVP reminder will be sent out
next week. So far, about 30 persons have RSVPd. Speakers will be Bob Mitchell, President
of Bay Area Houston Economic Partnership and Dr. Bill Gilmer, Vice President of the
Federal Reserve Bank of Dallas. CEDC Chair Skip Evans will emcee the event. Mayor
Smith and Karen Capps will also provide information about business opportunities in
Friendswood.
-Incentives Flyer
An incentives flyer was created for the Broker event to showcase the three municipal grant
projects and provide information about incentive programs available in Friendswood. The
flyer includes information about the Friendswood Wellness Medical Center, Park Plaza, and
HomeTown Bank.
5. Discussion and possible action regarding the City's business target market list.
This item was not discussed due to time.
6. Reports:
Liaisons
Planning and Zoning
Jim Gibson reported that P&Z will consider proposed changes to the site plan and platting
process at their next meeting and appreciate the information provided by the CEDC
concerning this subject.
City Council
Mike Barker reported that the budget was approved by Council. It was also reported that
the City Council's second meeting of the month will primarily be work session items or
urgent items that are time sensitive for approval. The EDA water and sewer infrastructure
project's bid came in under $1 million. The agenda item to award the project should be
considered by Council in November.
Friendswood Chamber
Carol Jones reported on the 131h Annual Swing into Fall Golf Tournament. A barbecue
fundraiser was held to raise money for door prizes. The Chamber's monthly luncheon
will be held tomorrow, October 7 at the Green Event Center. Bill Provenzano asked if
someone from City Council could attend Chamber luncheons and ribbon cuttings.
Bay Area Houston Economic Partnership
Barbara Cutsinger reported that Dan Seal was out of town. BAHEP is hosting a power
breakfast expo next week on healthcare and encouraged everyone to attend. She also
reported that she and Karen Capps will attend the ICSC retail tradeshow and conference
that will be held in November in Grapevine. The NASA budget bill was signed by the
President.
City Staff
Karen Capps reported that she will attend the Texas Economic Development Council
conference that is being held in Houston today through Friday of this week. She also
reported on the need for a development fiscal impact analysis by the City for future
rezoning requests from commercial to residential so the fiscal impact to the city can be
considered. The CEDC's annual planning meeting will be held next month on November
3 at the Green Event Center. She also mentioned that she was researching a livable
communities grant to consider applying for but the grant is due within a week and
requires a 20 percent funding match.
7. Adiournment.
The meeting was adjourned at 9:55 am.
