Meeting Minutes
August 4, 2010
The Friendswood Community and Economic Development Committee met on Wednesday,
August 4, 2010, at 8:30 a.m., in the second floor conference room of City Hall, 910 S.
Friendswood Drive, Friendswood, Texas, with the following members present: Chair Brett
Banfield, Vice Chair Skip Evans, Mark Conrad, Kirk Lippert, and Cody Owen. Liaisons present
were City Councilmember Mike Barker, Bay Area Houston Economic Partnership Executive
Director of Special Projects Dan Seal., Planning and Zoning Commissioner Jim Gibson, Clear
Creek ISD's Coordinator of External Affairs Eva deCardenas, and Friendswood Chamber of
Commerce President Carol Jones.
Also present was Jeff Newpher of the Friendswood Journal.
Staff member present was Karen Capps.
Absent from the meeting were Pauline Moore, Bill Provenzano, and Dr. Hilmar Zeissig.
1. Call to Order. The meeting was called to order at 8:30 with a quorum present.
2. Roll Call. Roll call was made.
3. Approval of Minutes. Kirk Lippert made a motion to approve the July 7, 2010 meeting
minutes. The motion was seconded by Mark Conrad and it passed unanimously in the
committee.
4. Elect Chair and Vice Chair.
Brett Banfield made a motion to nominate Donald "Skip" Evans to serve as new Chair of the
committee. The motion was seconded by Kirk Lippert and it passed unanimously in the
committee. Kirk Lippert made a motion to nominate Pauline Moore to serve as Vice Chair of
the committee. The motion was seconded by Skip Evans and it passed unanimously in the
committee.
5. Discussion and possible action, but not limited to the Community and Economic
Development Committee's 2009-10 goals and action items.
A. Retail/Restaurant Attraction
Karen Capps reported there are two new restaurant prospects.
B. Communications and Marketing
-Live Here Work Here campaign
Karen Capps is working on the 3rd quarter's LHWH story. Friendswood ISD's videographer,
Joe Perez, will audiotape the featured business owner to use on the City's website and embed
the audio testimonial in the e-newsletter.
-Community Video
It was reported that Joe Perez began videotaping segments for the community video.
-811 Annual Broker and Developer Day
The committee discussed prior years' events and cost. The speakers were very good last year.
It was suggested that this year's event should include Bob Mitchell of BAHEP again to speak
about NASA and other industries in the region and an economist or someone from the Federal
Reserve. Kirk Lippert and Mike Barker will work on identifying a speaker for the event.
Also discussed was getting door prizes to attract more commercial brokers' attendance at the
event. Eva deCardenas suggested sending out an electronic evite so other brokers can see
who is invited and will be attending. The evite will be in addition to the electronic emails
already sent to "Save the Date and "Reminder to RSVP" and mailed printed invitations. It
was also discussed that brokers playing golf will be placed on teams with CEDC, City
officials, and Chamber members. Karen Capps said that the date of the last two golf
tournament events conflicted with the monthly Bay Area Commercial Real Estate Networking
(BACREN) luncheons. This year, she will promote the event through BACREN for better
attendance.
6. Discussion and possible action regarding the City's business target market list.
The committee began their review to update the City's Target Industry List which is part of
the Chapter 380 municipal grant program. The committee reviewed and compared the
current Target Industry List with the City's permitted use table, Retail Opportunity Analysis
Report, and the 1997 NAICS codes. The review will take several months to complete.
7. Discussion and possible action regarding organizing an annual committee planning
retreat.
The committee discussed having a half -day morning planning retreat in November.

Liaisons
Planning and Zoning
Jim Gibson reported that with more rezoning requests to P&Z, he encouraged better
communication between CEDC and Planning and Zoning.
City Council
Councilmember Mike Barker reported on the status of the proposed Farmer's Market.
The downtown drainage project is ahead of schedule and should be complete in the next
sixty days. The EDA water and sewer project for the panhandle area is being bid out.
Councilmember Barker was reappointed as Council liaison to the CEDC. Councilmember
Jim Hill is the alternate.
Bay Area Houston Economic Partnership
Dan Seal made a report on the Space Alliance Technology Outreach Program (SATOP).
Dan is coordinating a tour of the Port of Houston that will probably be held in November
at the Bayport Terminal in which all other BAHEP member cities and economic
development committees and boards will also be invited. Dan also reported on the status
of the House and Senate appropriation bills that would prolong the space program. He
said that the appropriation bill would help prolong programs at JSC and instead of losing
7,000 jobs, less than 1,000 would be lost. The bill will reinstate Orion, the Crew
Exploration Vehicle, and the heavy launch vehicle.
CCISD
Eva de Cardenas reported that CCISD was named an Exemplary district by the TEA.
August is "Show Your CCISD pride" month. There are 225 new teachers in the school
district this year. CCISD's Education Village will soon open. The Education Village is
the only one of its kind in the state. It includes a K-12 multi -use complex on 144 acres
with a biotechnology lab, information technology lab, K-12 greenhouse, and certification
specialties for nursing, welding, pharmacy tech, etc.
City Staff
Karen Capps reported committee reappointment will be made by Council on August 19.
