HomeMy WebLinkAboutCEDC Minutes 2010-07-10 RegularFriendswood Community and Economic Development Committee Meeting Minutes July 7, 2010 The Friendswood Community and Economic Development Committee met on Wednesday, June 2, 2010, at 8:30 a.m., in the second floor conference room of City Hall, 910 S. Friendswood Drive, Friendswood, Texas, with the following members present: Vice Chair Skip Evans, Mark Conrad, Kirk Lippert, Pauline Moore, Bill Provenzano, and Dr. Hilmar Zeissig. Liaison present was Bay Area Houston Economic Partnership Executive Director of Special Projects Dan Seal. Staff members present were Karen Capps and Nick Haby. Absent from the meeting were Brett Banfield, Cody Owen, and Troy Waters. 1. Call to Order. The meeting was called to order at 8:40 with a quorum present. 2. Roll Call. Roll call was made. 3. Approval of Minutes. Bill Provenzano made a motion to approve the June 2, 2010 meeting minutes. The motion was seconded by Kirk Lippert and it passed unanimously in the committee. 4. Discussion and possible action, but not limited to the Community and Economic Development Committee's 2009-10 goals and action items. A. Retail/Restaurant Attraction Kirk Lippert reported that he met with a restaurant prospect last month who asked for additional information regarding Friendswood's tax rates. Kirk will set up a meeting with the prospect and Ms. Capps in the next few weeks. A report was made concerning Kirk Lippert, Bill Provenzano, and Karen Capps' attendance at the Texas Restaurant Association's Southwest Food Expo on June 28. B. Communications and Marketing -Live Here Work Here campaign The billboard is still up on FM 2351 and the LHWH information will be shown again this year at the Movies in the Park. -Community Video No update. C. Business Retention Visits No report. 5. Discussion regarding the Chapter 380 municipal grant program. Karen Capps reported that Brett Banfield and Bill Provenzano met regarding how the Chapter 380 Program's financial incentives are calculated. Past incentive agreements were reviewed. It was recommended that the value of the building be based upon a bank appraisal that is provided by the business applicant. If a bank appraisal is not available, then building value comparables will be reviewed and/or pay one percent of the value of the building based on $1004150 per square foot of the finished building. The committee briefly discussed the need to review and update the City's target market list. Karen Capps will email the supporting documentation to the committee in order to review and begin their discussion at next month's meeting. 6. Reports: Liaisons Bay Area Houston Economic Partnership Dan Seal reported that BAHEP moved to their new offices in Nassau Bay on Saturn Lane across from JSC. They will hold a grand opening in August. Dan provided an update on NASA funding stating that it looks more promising that Congress will approve continued funding for the space program. Dan also reported on the specialty chemical industry and port improvements that will take place. Karen Capps asked if BAHEP could schedule a tour of the port for the committee. Port of Houston Executive Director Alec Dreyer recently spoke at BAHEP's general membership meeting where he reported on increased activity due to the Panama Canal's expansion that will be complete in 2014. CCISD Eve de Cardenas could not attend the meeting but emailed a report. CCISD Board member representing District 4 that includes Friendswood, Stuart Stromeyer resigned from the board due to relocating. Citizens living in District 4 who are interested in filling this position should submit a letter of interest and resume by July 26, 2010 to CCISD Board President Dee Scott. CCISD is accepting applications for the fall class of INSIDE CCISD. The program includes five two-hour sessions that begin at the end of August and covers topics including budget and school finance, demographics and long range planning, special programs, legislative issues including public policy, curriculum development and managements, personnel and staffing. Karen Capps and Kirk Lippert attended last year's class and found it very informative. City Staff Karen Capps reported that after committee reappointment are made by Council, the CEDC will elect a new Chair and Vice Chair. The committee can then think about having a planning retreat. She also asked for the committee to start thinking about a speaker for the Broker/Developer Day that will be held on October 19. 7. Adjournment. The meeting was adjourned at 10:25 am.
