Minutes
October 21, 2009
The Friendswood Community and Economic Development Committee met on Wednesday,
October 21, 2009, at 8:00 a.m., in the first floor executive conference room of City Hall, 910 S.
Friendswood Drive, Friendswood, Texas, with the following members present: Chair Brett
Banfield, Kirk Lippert, Pauline Moore, Bill Provenzano, and Hilmar Zeissig. Liaisons present
were Friendswood Chamber of Commerce President Carol Jones, Barbara Cutsinger of Bay Area
Houston Economic Partnership, and Planning and Zoning Commissioner Mark McLean.
Also present was Jim Maloney of the Friendswood Journal.
Staff member present was Karen Capps.
Absent from the meeting were Skip Evans, Mark Conrad, Cody Owen, and Troy Waters.
1. Call to Order. The meeting was called to order at 8:10 with a quorum present.
2. Roll Call. Roll call was made.
3. Approval of Minutes. Bill Provenzano made a motion to approve the September 2, 2009
meeting minutes. The motion was seconded by Hilmar Zeissig and it passed unanimously in
the committee.
4. Discussion and possible action, but not limited to the Community and Economic
Development Committee's 2009-10 goals and action items.
A. Retail/Restaurant Attraction
Kirk Lippert reported on a conference call that is scheduled with two brokers that he golfed
with at last year's broker event. The committee reviewed the draft retail flyer and suggested
several changes. The retail flyer will be used at the upcoming ICSC retail tradeshow event in
San Antonio on November 2-4.
B. Communications and Marketing
The final Live Here Work Here logo was discussed and the campaign's next steps. The
committee suggested purchasing window decals, t-shirts, and caps. The committee asked for
staff to trademark the new logo. It was reported that a tour of LHWH business, Parkwood
Animal Hospital, was scheduled for Friday, October 23. Karen Capps reported on the 7tn
Annual Broker event. Approximately 50 persons attended the event and about 30 persons
golfed at the Chamber tournament. The speakers and emcee were very informative.
C. Business Retention Visits
No report.
6. Discussion regarding committee recommendations for the November 7 goal setting and
planning retreat.
Water lines, sewer lines, and roads to serve commercially zoned tracts were mentioned as
possible discussion items for the retreat and funding for the suggested infrastructure.

Liaisons
Planning and Zoning
P&Z Commissioner Mark McLean reported there has been a slow down in plats so P&Z
has held less meetings in the last two months.
Chamber
Carol Jones reported that Halloween in the Park would be held Sunday, October 25 from
6 to 8 pm. The Chamber's monthly membership luncheon will be held on Thursday,
November 5 in which Judge Yarbrough is the speaker.
Bay Area Houston Economic Partnership
Barbara Cutsinger reported that Dan Seal was attending the National Business Aviation
Association Conference. Ms. Cutsinger also reported on attending the Texas Economic
Development Council's annual conference and that BAHEP will have a booth at the
upcoming ICSC Texas Deal Making Conference in San Antonio.
City Staff
Karen Capps reported on attending TEDC and IEDC Annual Conferences and that she
will participate in BAHEP's booth at ICSC. Ms. Capps reported that she received a grant
from ESRI for to access their online business analyst programs and demographics for one
year. From this grant, she was able to update the retail flyer with 2009 data from ESRI's
retail goods and expenditures report. She reported on the status of several projects
including the Sleep Inn and Suites that is currently platting their property.
