Minutes
August 5, 2009
The Friendswood Community and Economic Development Committee met on Wednesday,
August 5, 2009, at 8:00 a.m., in the second floor conference room of City Hall, 910 S.
Friendswood Drive, Friendswood, Texas, with the following members present: Vice Chair Brett
Banfield, Mark Conrad, Skip Evans, Kirk Lippert, Pauline Moore, and Bill Provenzano.
Liaisons present were City Councilmember Mike Barker, CCISD representative Eva -Marie
deCardenas, Bay Area Houston Economic Partnership representative Dan Seal, and Griffin
Integrated Marketing representatives Deanna Wilke and Jamie Napoli.
Also present was Pam Summers, Executive Director of the Bay Area Houston Convention and
Visitors Bureau.
Staff members present were Karen Capps and Roger Roecker.
Absent from the meeting were Cody Owen, Troy Waters, and Hilmar Zeissig.
1. Call to Order. The meeting was called to order at 8:06 with a quorum present.
2. Roll Call. Roll call was made.
3. Approval of Minutes. Skip Evans made a motion to approve the July 1, 2009 meeting
minutes. The motion was seconded by Kirk Lippert and it passed unanimously in the
committee.
4. Presentation by Pam Summers, Executive Director, Bay Area Houston Convention and
Visitors Bureau.
Ms. Summers gave an overview of the convention and visitors bureau (CVB) for the bay area.
Launched in 2001, the non profit organization is a 501 c (3) that promotes overnight leisure,
meetings, and business visitation for the region by increasing occupancy, revenues, and
visitation in area hotels, restaurants, meeting facilities, and attractions. The Bay Area CVB is
funded via a portion of hotel occupancy tax (HOT) revenues from seven member cities that
include Houston, Kemah, League City, La Porte, Nassau Bay, Seabrook, and Webster. Each
member city within the Bay Area CVB contributes 15% of its local HOT revenues to fund the
CVB's regional marketing initiatives. Their 2009-10 budget is projected to be $591,000. The
CVB publishes a visitors map and guide and advertises in several publications including
Texas Monthly and Texas Highways. Through membership, each member city can leverage
its destination marketing dollars to increase its overall HOT revenues.
5. Elect Chair and Vice Chair
Kirk Lippert made a motion to nominate Brett Banfield as Chair of the committee. The
motion was seconded by Bill Provenzano and passed unanimously in the committee. Kirk
Lippert made a motion to nominate Skip Evans as Vice Chair of the committee. The motion
was seconded by Bill Provenzano and passed unanimously in the committee.
6. Discussion and possible action, but not limited to the Community and Economic
Development Committee's 2009-10 goals and action items.
A. Retail/Restaurant Attraction
The committee reviewed and discussed a draft copy of a retail flyer that illustrates the market
potential, demographics, and consumer expenditures of retail goods for the 3-mile
Friendswood market area. It was reported that a City spotlight/profile was included in the
August issue of the Greater Houston Restaurant Association's electronic newsletter that is
distributed to their members.
B. Communications and Marketing
Deanna Wilke reported that she has been working on the retail promotional flyer, the third
quarter e-newsletter, and planning for the broker and developer day. There is continued work
on the Live Here Work Here campaign. The upcoming e-newsletter will include a story about
the Popes and Parkwood Vision. Lynn Lary's profile was added to the website. Karen Capps
reported that some LHWH businesses have expressed interest in displaying a logo on their
publications. Deanna provided the name of a company that designs logos for consideration.
C. Business Retention Visits
Bill Provenzano reported on a business visit that he and Karen Capps made to Texas Sites
Properties.

City Council
Mike Barker reported on the recent memorandum of understanding that was approved by
City Council.
Clear Creek ISD
Eva -Marie deCardenas reported that all schools in CCISD were rated exemplary or
recognized by the Texas Education Agency and that an overall district ranking of
recognized was achieved. This new ranking is a major accomplishment for CCISD as the
291h largest school district in the state.
Bay Area Houston Economic Partnership
Dan Seal reported there are no lay-offs planned at NASA JSC. Dan spoke about the
Augustine panel that is reviewing whether to extend the shuttle program beyond 2010.
City Staff
Karen Capps reported on a Galveston County Hospital District that is being proposed to
help fund indigent health care for residents within Galveston County who are U.S.
citizens. An update on prospects was also given.
