April 1, 2009
The Friendswood Community and Economic Development Committee met on Wednesday, April
1, 2009, at 8:30 a.m., at the Friendswood Public Library, 416 S. Friendswood Drive,
Friendswood, Texas, with the following members present: Vice Chair Brett Banfield, Kirk
Lippert, Donald "Skip" Evans, Bill Provenzano, Troy Waters, and Dr. Hilmar Zeissig. Liaisons
present were City Councilmember Michael Barker, Friendswood Chamber of Commerce
President Carol Jones, Bay Area Houston Economic Partnership representative Dan Seal, and
Clear Creek Independent School District liaison Eva -Marie deCardenas.
Also present was Friendswood resident Suzie Fleming who served as the meeting facilitator.
Staff member present was Karen Capps.
Absent from the meeting were Pauline Moore and Cody Owen.
1. Call to Order. The meeting was called to order at 8:35 with a quorum present.
2. Discussion and possible action regarding the Community and Economic Development
Committee's 2009-10 strategic plan.
The committee met to establish annual goals. Karen Capps provided an annual report of
committee accomplishments. Ms. Fleming discussed committee feedback that was given by
members prior to the meeting regarding what the committee believes it should focus on over
the next year, which goals have been successful in the past that should continue, which goals
shouldn't continue and how each member felt they could be better utilized on the committee.
Goal 1: Retail/Restaurant Attraction. Kirk Lippert volunteered to develop a plan to attract
five new restaurants to the city during the next year.
Goal 2: Communications and Marketing. Griffin Marketing will advise about next steps
to the Live Here Work Here campaign. CEDC would like a more polished website for
economic development and also would like a CEDC presence that explains the committee's
mission/purpose. Brett, Deanna, and Karen will review existing marketing plan and update it.
Improve communication — Community Appearance Board to make reports to the committee
as needed. Karen Capps to provide prospect report. Ask if City Manager can attend CEDC
meetings more frequently. CEDC would like to have more joint meetings with City Council
and Planning and Zoning Commission. Need work session with City Council regarding
proposed tax abatement policy and discuss new goals. CCISD and FISD representatives
offered to help with business recruitment by speaking with any business prospects
considering Friendswood.
Goal 3: Business Retention Visits. Bill Provenzano, Skip Evans, and Carol Jones will
coordinate and visit four businesses per month.
