July 18, 2007
The Friendswood Community and Economic Development Committee met on Wednesday, July
18, 2007, at 8 a.m., in the second floor conference room of City Hall, 910 S. Friendswood Drive,
Friendswood, Texas, with the following members present; Chair Jamie Ballard, Vice Chair Kirk
Lippert, Michael Barker, Claude McEwen, Pauline Moore, Bill Provenzano, and Ed Sebesta.
Liaisons present were City Council Member Andy Rivera, and Griffin Integrated Marketing
representative Wendy Slaton.
Staff Members present were Karen Capps and Bo McDaniel.
Also in attendance were Leanne Baust of the Forest Bend HOA, and Brett Nichols.
Absent were Jon Olansen, Hilmar Zeissig, Carol Jones, Trish Hanks, Don Gartman, Jim
Reinhartsen, and Michelle Cruz Arnold.
1. Call to Order. The meeting was called to order at 8:04 a.m., with a quorum present.
2. Roll Call. Roll call was made.
3. Approval of Minutes. Ed Sebesta moved to approve the June 6, June 11, and June 18,
2007 meeting minutes. The motion was seconded by Bill Provenzano and passed
unanimously by the committee.
4. Discussion and possible action regarding the following Action Item reports;
including, but not limited to:
A. Update on UH-Clear Lake's work on Vision 2020
Karen Capps said she met with the GIS representative regarding the land use data needed
in order to move forward with the Vision 2020 update. The GIS representative is sorting
the data received from Harris County and Galveston County Appraisal Districts to
determine how much land is currently zoned commercial, residential, and is exempt.
Current land use and the amounts of developed and undeveloped land will also be
determined. There are 290 parcels that need to be reviewed to determine whether the
properties are exempt or not. Once this analysis is complete, the UHCL should be able to
proceed with the Vision 2020 update. Chair Ballard requested a meeting to discuss prior
to our August meeting.
B. Business visits update and appointment of new action lead for this area
There were four businesses visited during the last two months. Claude McEwen, Pauline
Moore, Jamie Ballard, and Karen Capps reported on the business visits. It was reported
that Karin Massicott had been the point lead person for the goal of business visits and
community outreach. A motion was made by Jamie Ballard and seconded by Bill
Provenzano to appoint Ed Sebesta as the action lead for this goal.
C. Discussion and status of proposed future land use map
The committee reviewed the Comprehensive Land Use map, zoning map, proposed
zoning map, and Major Thoroughfare Plan map. It was discussed that the CEDC's work
on the proposed zoning map was done in December 2005, and to date; the
Comprehensive Plan has not been adopted. Council Liaison Rivera requested a new map
that overlays the Comprehensive Plan and the proposed zoning map. A map of tax
exempt properties in the city was also requested. The legends in the new maps should
utilize land use and/or zoning colors that are consistent. At the next meeting, the CEDC
will review the proposed zoning map and would like to have a member from Planning
and Zoning attend and provide a status report.
D. Discussion for a potential CEDC and Council joint work session to get direction
on committee plans and projects for remaining year of 2007
It was decided to wait until after Vision 2020 is updated for a joint work session with
Council.
5. Reports:
A. Planning and Zoning — Pauline Moore will attend this Thursday's meeting.
Committee members signed up to attend future P&Z meetings.
B. Liaisons —No report
C. Marketing
The City of Friendswood being named by CNN/Money Magazine as one of the top 100
best places to live in the U.S. was discussed. Wendy Slaton of Griffin Marketing
reported that she is working with CNN/Money Magazine to be able to utilize their tagline
and web link to market Friendswood. She also reported that two press releases were
created and distributed during the last month. Work is underway to create the next e-
newsletter, designing new banner stands and a retail ad for the ICSC retail tradeshow
event in San Antonio and the annual broker event to be held in Friendswood during the
month of October.
D. City Staff
City Manager, Bo McDaniel, reported on some recent bills enacted by the Texas
Legislature that affect economic development, i.e. eminent domain, the hiring of illegal
workers by a business that receives a public grant or funding, and public streets and
infrastructure.
E. Project Status updates
Karen Capps reported on the status of the Falls at Friendswood. The Falls' representative
met with City Staff to update their hydrology and drainage plan to reflect the changes
made from the Tropical Storm Allison Recovery Plan (TSARP) map changes. Two
developments will move forward in the panhandle area — one is an office development,
the other is a business park development. Ms. Capps also stated she met with Buzbee's
architect regarding what specific uses should be included in their Planned Unit
Development (PUD). She reported that drainage for the site will be very expensive since
storm sewer must be conveyed to FM 518, which is a TxDOT road. The Medical Office
project recipient of the economic development grant should move forward with their
groundbreaking within the next two months. It was reported that Jaime Ballard, Kirk
Lippert, and Bo McDaniel attended West Ranch's grand opening event.
6. Adjournment The meeting was adjourned at 9:41 a.m.
