Minutes
July 5, 2006
The Community and Economic Development Committee met on Wednesday, July 5, 2006, at 8
a.m., in the second floor conference room of City Hall, 910 S. Friendswood Drive, Friendswood,
Texas, with the following members present: Chair Kirk Lippert, Deirdre Brown, Bill
Provenzano, and Ed Sebesta. Also present were Bay Area Houston Economic Partnership
representatives Janet Stoney and Bob Mitchell, Council Liaison Laura Ewing, Jon Olansen of
NASA-JSC, and Brett Nichols of the Friendswood Golf Club.
Staff members present were Roger Roecker, Karen Capps, and Nick Haby.
Absent from the meeting were Pauline Moore and Hilmar Zeissig.
1. Call to Order. The meeting began at 8:08 a.m. Due to the lack of a quorum, the
committee met to report on items without taking action.
2. Approval of Minutes. The minutes were not approved since there was no quorum.
3. Discussion and possible action regarding 2005-2006 committee goals.
The committee reviewed and discussed their 2005-06 goals. Under the goal of
communications, Chair Lippert stated the CEDC PowerPoint presentation regarding why
economic development is needed in Friendswood, which was given to several groups
including Rotary and a small number of Home Owner Association groups. Chair Lippert
would like to find other groups to take the presentation to. Committee members made
some suggestions regarding where the presentation could be used including the Forest of
Friendswood's website, the municipal PEG channel, and other resident groups. Under
the operations goal, the committee requested that P&Z provide an update regarding when
the Comprehensive Plan will be completed. Under the marketing goal, Karen Capps
provided a draft "Retail Opportunity Analysis Report" that was prepared by an outside
firm depicting the underserved/unmet retail categories in the city. Karen Capps remarked
that the report indicates just how underserved Friendswood is for retail businesses. The
report will be used to attract those underserved retail categories to the city, and will be
provided in the near future on the City's website, and to various prospects and
developers. Deirdre Brown reported on research she has done regarding the cities of
Colleyville and Sugar Land that were listed by CNN and Money magazines as best places
to live in Texas. She is researching what makes those cities top ranking in the state to use
as a benchmark for Friendswood.
4. Reports.
Bill Provenzano made a report on the P&Z meetings he attended during the month of
June. He reported on P&Z's discussions regarding special exceptions for gas stations and
the definition of an accessory structure in certain zoning districts. Karen Capps reported
on downtown prospects, possible funding for downtown streetscaping, and projects that
are moving forward. An update was provided on the Whitcomb project and several
medical use prospects. Janet Stoney of BAHEP reported on an approaching TML Open
Meetings workshop they will host on July 26 and 27.
