Minutes
May 3, 2006
The Community and Economic Development Committee met on Wednesday, May 3, 2006, at 8
a.m., in the second floor conference room of City Hall, 910 S. Friendswood Drive, Friendswood,
Texas, with the following members present: Chair Kirk Lippert, Deirdre Brown, Pauline Moore,
Bill Provenzano, and Ed Sebesta. Also present were Council Member liaison Laura Ewing,
Janet Stoney of the Bay Area Houston Economic Partnership, and Jackie Hutto of Griffin
Integrated Marketing.
Staff members present were Karen Capps, Nick Haby, Roger Roecker, and Diana Steelquist.
Absent from the meeting were Brent Goswick, Dr. Hillmar Zeissig, Kevin Holland, Trish Hanks,
Carol Jones, Shelia Haddock, and Don Gartman.
Call to Order. Chair Lippert called the meeting to order at 8:04 a.m. with a quorum
present.
2. Approval of Minutes. Pauline Moore made a motion to approve the April 5, 2006
meeting minutes. Deirdre Brown seconded the motion and it passed unanimously in the
committee.
3. Presentation by City Planner regarding development processes in the city.
City Planner, Diana Steelquist, explained the development processes in the city for both
residential and commercial development. Ms. Steelquist explained the steps for platting
and the site plan process. Other development resources were discussed, such as the
Development Review Committee that helps prospective developers with their
development plans. Diana reported that the Development Coordinator position that is
currently vacant helps businesses through the development process. Diana advertised the
job position to find a replacement. The committee suggested creating a condensed
informational packet explaining our development process. It was also suggested that the
availability of development resource tools be made known to developers and that these
tools are accessible from the City's website. Committee members asked the City Planner
to provide an overview of the City's Zoning Ordinance at some time in the near future.
4. Discussion and possible action regarding business visit survey form.
Karen Capps provided a draft business survey form that will be used as a guide for
discussion topics when visiting businesses in the city. She asked for committee members
to submit names of businesses to visit. Carol Jones, Karen Capps, a CEDC member, and
the Space Alliance Technology Outreach Program (SATOP) representative, Doug
Blanchard, will be the group visiting the businesses.
5. Reports:
Jackie Hutto of Griffin Marketing reported on work being done on the upcoming e-
newsletter, and work to incorporate the economic development business brochure's
theme and look of "Quality Business, Quality Community" into the website under
services for businesses. Karen Capps reported on various commercial developments
planned or underway in the city including the groundbreaking of West Ranch, status of
the Whitcomb Development, updates on developers' interest in downtown, and the
groundbreaking of S. Friendswood Plaza. She also stated that she is working with
another large developer who is interested in land in the city and will meet with a business
park developer this week that is seeking land to build on.
6. Adiournment. The meeting was adjourned at 9:54 a.m.
