March 8, 2006
The Community and Economic Development Committee met on Wednesday, March 8, 2006, at
8 a.m. in the second floor conference room of City Hall, 910 S. Friendswood Drive,
Friendswood, Texas, with the following members present: Chair Kirk Lippert, Vice Chair Brent
Goswick, Deirdre Brown, Gary Harris, Robert McAfoos, and Ed Sebesta. Also present was
committee liaison Friendswood Chamber of Commerce President Carol Jones. Also present
were Barbara Cutsinger of the Bay Area Houston Economic Partnership, Christina Brodsly of
Griffin Integrated Marketing, Bart Masiero of One Percent Realty, Bill Provenzano of Regions
Bank, and Pauline Moore of Texas New -Mexico Power Company.
Staff members present were Karen Capps, Ron Cox, and Nick Haby.
Absent from the meeting were Rebecca Hillenburg, Laura Ewing, Kevin Holland, Trish Hanks,
Lynn Cummins, Jim Reinhartsen, and Don Gartman.
1. Call to Order. Chair Lippert called the meeting to order at 8:09 a.m., with a quorum
present.
2. Approval of Minutes. Robert McAfoos made a motion to approve the February 8,
2006 meeting minutes. Gary Harris seconded the motion and it passed unanimously in
the committee.
3. Presentation by Barbara Cutsinger, Marketing Manager of Bay Area Houston
Economic Partnership regarding development planned in the bay area region.
Barbara Cutsinger, Marketing Manager for Bay Area Houston Economic Partnership,
gave a presentation to the committee on development planned or underway in the Bay
Area Houston region. Barbara highlighted major projects and developments currently
planned or underway in the cities of Friendswood, Nassau Bay, League City, Kemah,
Houston, Pasadena, La Porte, Seabrook, and Webster.
4. Presentation by Karen Capps, Economic Development Coordinator, regarding
Friendswood's Economic Development Program.
Karen Capps gave a presentation regarding the components of Friendswood's economic
development program. Ms. Capps reported on the history of the City's economic
development program. She said the committee was formed in 1989 and she was later
hired in 1999. As a result of the findings from Vision 2020, the strategic vision for the
city identified the need to develop the tax base. Ms. Capps reported on the components
of business attraction, retention, target markets, incentives and resources available for
businesses in the city. Ms. Capps also recognized working collaboratively with
Friendswood's economic development partners - the Friendswood Chamber of
Commerce, Bay Area Houston Economic Partnership, and the Galveston County
Economic Alliance.
5. Discussion and possible action regarding 2005-2006 committee goals.
The committee discussed the proposed Brittany Bay Boulevard extension. The CEDC
discussed the work that had been done by the committee toward reviewing and updating
the Comprehensive Land Use Plan with the goal of achieving an 80/20-land use in the
city. The committee referenced the Major Thoroughfare Plan (MTP) and maps provided
by the Community Development Department as guides that were utilized for making
recommendations on the Comprehensive Land Use Plan to Planning and Zoning. Based
on these maps, several land parcels were recommended by the committee to rezone for
future commercial use along the proposed segments of Brittany Bay extensions from
West Boulevard to FM 2351. The committee believes that building the thoroughfare will
further economic development, provide a regional evacuation route, and provide relief for
traffic congestion. Staff told the committee that the City Council would have a work
session on this item on March 20, 2006.
6. Reports:
Kevin Holland reported that members of P&Z would meet with members of the CEDC
this Thursday evening to go over the CEDC's recommendations on the Comprehensive
Land Plan so that P&Z can complete this task. Christina Brodsly gave a report on
marketing activities.
7. Adiournment. The meeting was adjourned at 9:48 a.m.
