Minutes
July 7, 2004
The Community and Economic Development Committee met on Wednesday, July 7, 2004, at 8
a.m. in the second floor conference room of City Hall, 910 S. Friendswood Drive, Friendswood,
Texas, with the following members present: Chair Gregory Crinion, Maurice Estlinbaum, James
Gerland, Brent Goswick, Gary Harris, and Zekie McVeigh. Also present were the following
liaisons: Friendswood Chamber of Commerce President Carol Jones, City Council liaison Tracy
Goza, and Galveston County Economic Development Alliance President Don Gartman.
Staff members present were Karen Capps and Ron Cox.
Also present were Gwen Griffin and Christina Brodsley of Griffin Integrated Marketing.
Absent from the meeting were Tony Banfield, Kevin Candee, Bob Bertrand, Trish Hanks, Ron
McPherson, and Jim Reinhartsen.
Call to Order. Chair Crinion called the meeting to order at 8:06 a.m. with a quorum
present.
2. Approval of Minutes. Gary Harris made a motion to approve the June 2, 2004,
meeting minutes. Zekie McVeigh seconded the motion and it passed unanimously in the
committee.
3. Elect new committee Chair and Vice Chair. Greg Crinion made a motion to nominate
James Gerland as committee chair. The motion was seconded by Maurice Estlinbaum
and passed unanimously in the committee. Gary Harris made a motion to nominate
Gregory Crinion as vice chair. The motion was seconded by Zekie McVeigh and passed
unanimously in the committee.
4. Discussion and possible action regarding potential economic modeling and
proiections that could provide a financial picture of the city in the future.
The committee continued the discussion from last month's committee meeting regarding
the need for economic projections to help determine how the city will be affected at
build -out. The concern is that when build -out occurs, development slows down, hence
there will be no revenues derived from new growth of home and commercial
construction, there will still be the need to maintain the same quality of life and city
services.
Following this discussion, Greg Crinion made a motion that the committee is included in
future discussions pertaining to the study for economic modeling, and what forecasting
information will be needed from the study. Gary Harris seconded the motion and it
passed unanimously in the committee.
5. Discussion and possible action regarding planning along proposed Brittany Bay
extension.
Last month, Skipper Jones discussed the location of proposed routes for the extension of
Brittany Bay through Friendswood. It has already been determined the approximate
locations where Brittany Bay will enter and leave the city limits of Friendswood. The
committee's further interest in this subject pertains to how the future road extension may
provide economic development potential and opportunities to those properties located
alongside the road's path between FM 528 to FM 2351. The committee also discussed
identifying properties outside Friendswood city limits for its own Extra Territorial
Jurisdiction area (ETJ). It was noted that identifying more land as an ETJ would require
no additional services from the city at this point. The committee identified an area of
land that is currently located in Alvin's ETJ. Years ago, this area of land was in Alvin
city limits but was de -annexed at the request of the property owners. The committee
identified this area as possibly having significant economic development potential ten to
twenty years in the future. Staff agreed to make inquiry and research on the area for
possible ETJ consideration.
6. Reports:
A. West property development
Staff provided a report on the West Ranch, and a copy of the master land plan of what is
being proposed by Friendswood Development Company for the West property,
particularly the commercial areas of the plan.
B. CDC Rezoning
Karen Capps stated that the City Planner provided a timeline for rezoning the property
that was based on the rezoning process; it would begin immediately with a public notice
being provided by mid July. Based on the timeline provided, it would take approximately
two months for the land to be rezoned.
C. City and Chamber Broker/Golf Tournament Day
Gwen Griffin reported that the sponsorship package would be mailed this month and
asked for possible leads on sponsors for the event. The broker/golf tournament event is
scheduled for Thursday, October 14, 2004.
D. Marketing
Gwen Griffin provided a copy of a marketing report with recent articles that had been
published. She informed the committee that the e-newsletter will be redesigned to be
hosted from the City website. This will enable the reader to view more pictures and
graphics and furthermore provide the e-newsletter with a sharper, more professional look.
6. Adiournment. There being no further business, the meeting was adjourned at 10 a.m.
