HomeMy WebLinkAboutCEDC Minutes 2004-04-07 RegularCommunity and Economic Development Committee Minutes April 7, 2004 The Community and Economic Development Committee met on Wednesday, April 7, 2004, at 8 a.m., in the Council Chambers of City Hall, 910 S. Friendswood Dr., Friendswood, Texas, with the following members present: Chair Gregory Crinion, Kevin Candee, Maurice Estlinbaum, James Gerland, Gary Harris, Andy Massicott, and Zekie McVeigh. Also present were the following liaisons: Council Member Tracy Goza, Friendswood Chamber of Commerce President Carol Jones, and Bay Area Houston Economic Partnership President Jim Reinhartsen. Staff members present were Karen Capps, Ron Cox, and Mike Hodge. Also present was Les Rumberg of Galveston County Consolidated Drainage District and Gwen Griffin of Griffin Integrated Marketing. Absent from the meeting were Tony Banfield, Brent Goswick, Bob Bertrand, Trish Hanks and Mike Kuhrt. 1. Call to Order. Chair Crinion called the meeting to order at 8:06 a.m. with a quorum present. 2. Approval of Minutes. Andy Massicott made a motion to approve the March 3 meeting minutes with a revision to committee attendance. Kevin Candee seconded the motion and it passed unanimously in the committee. 3. Discussion and possible action regarding regional detention in the city. Chair Crinion stated that the topic of providing regional detention in the city was discussed in the last meeting. The committee wants to study the possibility of providing offsite regional detention for Main Street, or similar areas to help facilitate development of small commercial lots. The CEDC invited Les Rumberg, President of the Galveston County Consolidated Drainage District (GCCDD), to share information regarding their current and future plans to provide for regional offsite detention. Ron Cox introduced Les Rumberg who said that prior to his current position, Mr. Rumberg had been a City Planner in Alvin and also a City Manager in Colorado. Mr. Rumberg presented the regional detention plans for two potential projects: a 110-acre tract on Falling Leaf and the Imperial Estates buyout properties. The two projects would help detention for two different areas in town. 4. Report regarding Whitcomb and panhandle properties. Chair Crinion reported on the previous meetings held regarding the presentation of the conceptual plan for the proposed Whitcomb development and panhandle proposal. Richard Browne is scheduled to present the conceptual plan to Planning and Zoning at their April 8, 2004 meeting. City Manager Ron Cox reported on the mixed -use design staff team that he appointed to help create a new streamlined mixed -use zone in the city. He stated the team's main priority is to develop a mixed -use zone that permits residential, commercial, and office use in a single, vertical structure. The efforts by the staff design team will facilitate future economic development projects in the city including Main Street. 5. Adiournment. There being no further business, the meeting was adjourned at 10:07 a.m.
