Minutes
January 7, 2004
The Community and Economic Development Committee met on Wednesday, January 7, 2004, in
the second floor conference room of City Hall, at 8 a.m., with the following members present:
Chair Gregory Crinion, Tony Banfield, Kevin Candee, Maurice Estlinbaum, James Gerland,
Brent Goswick, Gary Harris, Andy Massicott, and Zekie McVeigh. Also present were the
following liaisons: Council Member Tracy Goza, Friendswood Chamber of Commerce
President Carol Jones, Bay Area Houston Economic Partnership President Jim Reinhartsen,
FISD Superintendent Trish Hanks, and Clear Creek ISD Coordinator for Policy and
Administrative Services Mike Kuhrt.
Staff members present were Karen Capps, Ron Cox, and Christal Kliewer.
Bob Bertrand was absent from the meeting.
1. Call to Order. Chair Crinion called the meeting to order at 8:03 a.m. with a quorum
present.
2. Approval of Minutes. Andy Massicott made a motion to approve the minutes of the
meeting of December 3, 2003. Zekie McVeigh seconded the motion and it passed
unanimously in the committee.
3. Discussion ret!ardint! the laws of annexation. Christal Kliewer spoke to the committee
regarding annexation laws. Ms. Kliewer provided a handout outlining different
annexation procedures and timelines.
4. Discussion and possible action rej!ardinj! industrial -zoned property in the
panhandle area. This topic was passed for action until the committee's February 2004
meeting.
5. Reports.
a. Ellington Field status - Andy Massicott and Jim Reinhartsen spoke about the
continued efforts to keep Ellington Field open. The military base is vital to regional
economic development and the overall safety of the region.
b. Developer/broker events — At their December 2003 meeting, the CEDC discussed
the possibility of another opportunity for communicating with developers on
Friendswood economic development. On the recommendation of the CEDC, Ron Cox
stated that city staff has begun discussions to implement a developer forum similar to the
existing builder forum.
6. Adiournment. There being no further business, the meeting was adjourned at 9:30 a.m.
