Minutes
July 2, 2003
The Community and Economic Development Committee met on Wednesday, July 2, 2003, in the
Board Room of the Friendswood Chamber of Commerce, 314 S. Friendswood Drive, at 8 a.m.
with the following members present: Chair Gregory Crinion, Tony Banfield, Sr., Kevin Candee,
Maurice Estlinbaum, James Gerland, Brent Goswick, Andy Massicott, and Zekie McVeigh.
Also present were Council liaison Tracy Goza, Bay Area Houston Economic Partnership liaison
Jim Reinhartsen, Chamber of Commerce President Carol Jones, CCISD Associate
Superintendent for Business and Support Services George Rodgers, and Planning and Zoning
liaison Bob Bertrand.
Also present at the meeting were Joe Gonzalez and Jay Gonzalez from The Management
Connection.
Staff members present were Karen Capps and Ron Cox.
Absent from the meeting were Gary Harris and Trish Hanks.
1. Call to Order. Chair Crinion called the meeting to order at 8:20 a.m. with a quorum
present.
2. Approval of Minutes. Kevin Candee made a motion to approve the minutes of the
meeting of June 4, 2003. Andy Massicott seconded the motion and it carried
unanimously.
3. Discussion with Joe Gonzalez, Facilitator, regarding goals and obiectives of the
Community and Economic Development Committee. Joe Gonzalez facilitated an
economic development planning meeting with the CEDC. The committee discussed
2003-04 goals and developed a strategic plan for the future.
Ron Cox provided an overview of Vision 2020's purpose and goals. The committee
discussed the continuation of funding for the municipal grant program. After discussion,
Kevin Candee made a motion for the municipal grant program to continue and that
$120,000 be placed into reserves and earmarked for economic development purposes.
The 2003-04 goals that were identified by the CEDC are:
• Foster partnerships with stakeholders to further economic development in
Friendswood.
• Continue communication and education programs on the importance of economic
development in Friendswood.
• Continue commercial broker/developer and business marketing of Friendswood.
• Conduct ongoing review of CIP to facilitate economic development.
• Review Comprehensive Land Use Plan.
• Review regional development and infrastructure plans to facilitate economic
development.
• Identify more land to be available for economic development opportunities in
Friendswood.
• Continue to fill vacant buildings.
• Consider a city -lead business park concept.
• Conduct strengths/weakness/opportunities analysis of Friendswood for purposes of
economic development.
• Address problems with the image of Friendswood entryways.
• Encourage redevelopment in Friendswood.
• Evaluate economic development sales tax.
• Implement measurable programs to retain and expand existing businesses.
• Follow up on goals from 2002-2003 and address any goals not already accomplished.
CEDC strategic goals identified are:
➢ Develop a financial plan for economic development
➢ Develop an action plan to implement Vision 2020
➢ Create a 3-5 year action plan for economic development, both with and without an
economic development sales tax
➢ Consider seeking donations dedicated to economic development
➢ Develop a strategy to obtain voter support of an economic development sales tax
➢ Create a financial picture of the city at various times in the future
4. Adl'ournment. There being no further business, the meeting was adjourned at 11:50 a.m.
