CALL TO ORDER 2. INVOCATION 3. PLEDGE OF ALLEGIANCE — United States and State of Texas 4. COUNCIL COMMENTS AND REPORTS Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Friendswood may receive reports about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code. 5. PUBLIC COMMENT In order to comply with the provisions of the Texas Open Meetings Act, the City Council may not deliberate any item not listed on the agenda, as such, the City Council will listen to public comment and may (i) refer the item to City Management for further action or (ii) direct staff for the placement of said item on a future agenda. During public comment, the public shall refrain from any outbursts, or interjections including but not limited to: applause, disparaging noises and remarks. Furthermore, any personnel complaints against a City employee, aside from the City Manager, City Attorney or Municipal Judge, shall not be discussed and shall be referred to City Management. 6. COMMITTEES OR SPECIAL REPORTS A. Receive the Library Board's Annual Report. 7. WORK SESSION TOPICS A. Receive and discuss an update regarding the Drainage Update. 8. CITY MANAGER'S REPORT A. Present an update regarding the City's 4th of July Celebration. B. Present an update regarding the Waste Connections 2022 Scholarship recipients. C. Present an update regarding the Memorial Day Ceremony. 9. BUSINESS ITEM A. Consider approving a License and Maintenance Agreement with Azteca Systems, LLC, and a Master Agreement for Material and Services with NewEdge Services, LLC, for the purchase and implementation of CityWorks software for the Community Development Department. B. Consider awarding the Forest Bend Detention Pond Construction Project (Bid 2022-05) to Jerdon Enterprise, L.P. C. Consider approving the Property Sales Agreement with Roger and Shannon Weaver to purchase 0.9470 acres, being a part of Frenchman's Creek Townhomes, Section 2, City of Friendswood, Galveston County, Texas. D. Consider approving an Interlocal Agreement with Galveston County Consolidated Drainage District for a shelving/flood mitigation project located at 212 East Heritage Drive, Friendswood, TX 77546. E. Consider approving an interlocal agreement with the Harris -Galveston Subsidence District for an Advance Metering Infrastructure (AMI) Large Meter Enhancement Project Grant. 10. PROPOSED RESOLUTIONS & ORDINANCES A. Consider a resolution verifying the percentage of completion of cybersecurity training and authorizing the City Manager or his designee to submit all documentation required by Section 2054.5191 of the Texas Government Code. B. Consider a resolution authorizing the adoption of the Galveston County Multi -Jurisdiction Hazard Mitigation Plan. C. Consider the first and final reading of an ordinance amending the City's General Budget for Fiscal Year 2021-2022 by approving "Budget Amendment IX" and providing for supplemental appropriation and/or transfer of certain funds. 11. CONSENT AGENDA A. Consider the second and final reading of an ordinance approving a request to vacate 20-foot drainage easement and a 10-foot drainage access easement for maintenance located at 1309 Falling Leaf Drive, Friendswood, Galveston County, Texas. B. Consider the first reading of an ordinance amending Chapter 82 "Traffic and Vehicles," Article "In General," Section 82-1 "Unreasonable acceleration" of the Friendswood City Code to add an offense for unreasonable acceleration. C. Consider excusing City Manager Morad Kabiri's absence from the May 18, 2022, Special City Council Meeting. D. Consider the reappointment of Judge James Wotlz and Associate Judge Robert J. Barfield to serve another two-year term as municipal judges for the City of Friendswood, for a term beginning July 1, 2022, and ending June 30, 2024. E. Consider accepting the April 2022 tax report. 12.
