AND ZONING COMMISSION, HELD MONDAY, JANUARY 14, 2008, AT 7:00 PM, IN
THE COUNCIL CHAMBERS OF CITY HALL, LOCATED AT 910 S. FRIENDSWOOD
DRIVE, FRIENDSWOOD, TEXAS
JOINT DOCKETED PUBLIC HEARING
1. Call to order
The hearing was called to order at 7:20 pm with the following present:

Commissioner Michael Brown Commissioner Hassan Moghaddam
City Planner Mona Miller
Chairman Jim Gibson recused himself after calling the meeting to order.
2. Receive comments from the public both oral and written regarding a request for a zone
classification change for 2.1465 acres at 1501 Winding Way from Single Family
Residential (SFR) to Office Park District (OPD)
Richard Peterson, applicant, spoke in favor of the zone change request. He stated that his
property is a continuation of a commercial corridor moving down Winding Way from
FM 528. He added that he is the last remaining single family residence facing Winding
Way. Mr. Peterson explained that the OPD zoning is ideally suited to act as a buffer
between the residential and commercial.
Rick Eckersley, Friendswood resident, explained that he is the President of Pilgrims Point
Homeowners Association and that the subdivision is opposed to the zone change request.
He presented a petition signed by surrounding property owners and expressed concern
about their property values.
Sean Stacey, Friendswood resident, explained that they were aware that other properties
around them were zoned for business use before they bought their homes; however, they
were opposed to this requested change. He stated that there is plenty of other
Commercial and Office Park property in Friendswood. He also added that the tax benefit
of rezoning the property would actually be less than it currently is.
Don Glasgow, Friendswood resident, submitted a pamphlet regarding property values and
urged the Planning and Zoning Commission and City Council to vote against the request.
Art Williams, Friendswood resident, explained that the family who previously owned
1501 Winding Way was part of the Pilgrim's Point HOA. He expressed concern for
additional traffic on Winding Way.

Fritz Claydon, Friendswood resident, agreed with his other neighbors who had spoken in
opposition to the request. He reiterated the concerns regarding the reduction in taxes and
values.
John Morawski, Friendswood resident, presented a handout and pointed out that the
Comprehensive Plan shows the property as Single Family Residential. He expressed
concern for Winding Way being a narrow street with no curbs or shoulder. He stated that
there are twelve business properties available on the City website, so there was no need to
rezone this one. Mr. Moresky also expressed concerns with flooding and heavy traffic.
Janell Keith, Friendswood resident, explained that the subdivision entry sits on her lot
and 1501 Winding Way. She expressed concerns with the safety of the children in the
neighborhood, especially one of her own children who is legally blind.
Wade Keith, Friendswood resident, agreed with all of his neighbors who had spoken
before him. He expressed concern for lights from the business property shining into his
home and for more traffic.
Bonnie Shipferling, Friendswood resident, explained that she tried to purchase 1501
Winding Way when it was for sale previously; however, the Peterson's would not close
the sale. She stated that the property appealed to her as a residence.
Bill Reeves, Friendswood resident, stated that the zoning laws should protect the
surrounding property owners. He added that there is no other subdivision in Friendswood
that has commercial property on one lot of the subdivision.
Bob Brown, Friendswood resident, encouraged members of City Council and the
Planning and Zoning Commission to keep this property residential.
Red Motley, Friendswood resident, thanked City officials for their service. He explained
that he has just recently decided to stay in Friendswood after being in town on business.
He stated that City government has done a good job to protect the feel of the community.
Chuck Ralston, Friendswood resident, expressed his concerns with a commercial building
being allowed so close to residential, including lighting, noise, traffic, storm water, crime
and the overall quality of life.
Kathy Rogers, Friendswood resident, explained that Winding Way is not a commercial
corridor. She stated that ideally that property would be divided into three residential lots
fronting Charleston.
Trey Hill, Friendswood resident, stated that he owns an office park on Winding Way
called Sterling Plaza. He added that the subject property is not commercial property.
Rusty Burkett, Friendswood resident, stated that the proposed request is for spot zoning.
He urged City official not to set the precedent because he felt that many similar requests
would follow. Mr. Burkett added that this tract is a part of a residential neighborhood.

The Joint Public Hearing adjourned at 8:27 pm.
