R2022-08 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, RATIFYING AND APPROVING THE CITY'S APPLICATION TO THE OFFICE OF THE GOVERNOR FOR THE FY2022-23 STATE HOMELAND SECURITY PROGRAM IN THE AMOUNT OF SEVEN THOUSAND SEVEN HUNDRED FORTY-NINE AND 99/100 DOLLARS ($7,749.99) TO FUND TRAINING EQUIPMENT FOR USE IN THE TACTICAL COMBAT CASUALTY CARE COURSE FOR EMS, POLICE AND FIRE FIRST RESPONDERS; AUTHORIZING THE REPRESENTATIVE TO ACCEPT OR AFFIRM ANY GRANT AWARD THAT MAY RESULT THEREFROM; AND PROVIDING FOR THE EFFECTIVE DATE. WHEREAS, the Office of the Governor ("OOG") sought proposals from local governments and other eligible project sponsors for the FY2022-23 State Homeland Security Program ("SHSP"); and WHEREAS, the purpose of SHSP is to support state and local efforts to prevent terrorism and other catastrophic events and to prepare the nation for the threats and hazards that pose the greatest risk to the security of the United States; and WHEREAS, on February 10, 2022, the City of Friendswood, through the Mayor, submitted a grant application to the OOG in the amount of SEVEN THOUSAND SEVEN HUNDRED FORTY-NINE AND 99/100 DOLLARS($7,749.99)for funding training equipment for use in the Tactical Combat Casualty Care ("TCCC") Training Course for EMS, Police and Fire first responders; and WHEREAS, the City Council of the City of Friendswood supports such application and finds it in the best interest of its citizens that the Tactical Combat Casualty Care ("TCCC") Training Equipment Project be operated for FY2022-23; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS: Section 1. That the City Council of the City of Friendswood, hereby ratifies and approves the application submitted to the Office of the Governor for the FY2022-23 State Homeland Security Program in the amount of SEVEN THOUSAND SEVEN HUNDRED FORTY-NINE AND 99/100 DOLLARS ($7,749.99) to fund training equipment for use in the Tactical Combat Casualty Care Training Course for EMS, Police and Fire first responders. Section 2. That the Mayor is hereby designated as the authorized representative for all purposes under the grant. Section 3. That the Mayor of the City of Friendswood is hereby authorized to apply for, accept,reject, alter or terminate the grant on behalf of the City of Friendswood. Section 4. That in the event of loss or misuse of the grant funds, the City Council of the City of Friendswood hereby assures the Office of the Governor that such grant funds will be returned in full. Section 5. That this resolution shall be effective immediately upon its passage and approval.
