R2022-07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS,IN SUPPORT OF THE MAINTAINING THE 2018 HARRIS COUNTY FLOOD CONTROL BOND PRIORITIZATION FRAMEWORK AS APPROVED BY THE COUNTY'S VOTERS AND THE HARRIS COUNTY COMMISSIONERS COURT; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on August 25, 2018, Harris County voters approved$2.5 billion in bonds to finance flood damage reduction projects, using an objective process for prioritizing the bond projects, based on years of study by Commissioner's Court; and WHEREAS, the 2018 bond promised essential channel conveyance improvements, stormwater detention basins, floodplain land acquisition,for new floodplain mapping,and an improved flood warning system; and WHEREAS, the Harris County Flood Control District(the "HCFCD") has been charged with the responsibility of overseeing implementation of the 2018 bond package based on the adopted prioritization framework; and WHEREAS, the initial framework fairly and equitably provided essential relief for our cities, residents,and businesses;and WHEREAS, the recommendation to modify the adopted framework will significantly reduce the nature,number,and impact of the bond's benefits to our communities; and WHEREAS, the HCFCD flood damage reduction project lifecycle model, to be informed by community meetings, is theoretically sound, in practice a whole region of Harris County is being disadvantaged as the proposed changes reduce the safety of our residents and the viability of our businesses; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS: Section 1. The City Council hereby registers its support of the adopted 2018 flood control prioritization framework, without modification, and proposes the HCFCD immediately host both open community meetings and consult with the elected leadership of the affected communities prior to modifying the adopted prioritization framework. Section 2. This resolution shall be effective immediately upon its passage and approval.
