NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities
to be undertaken by the City of Friendswood and Galveston County.
REQUEST FOR RELEASE OF FUNDS
On or about October 1.9' 2021, the City of Friendswood and Galveston County will submit a
request to the HUDIGLO for the release of CDBG-DR funds under Title Ivof the Robert T.
Stafford Disaster Relief and Emergency Assistance Act to undertake a project known as
Frenchman's Creek Acquisition and Demolition for the purpose of removing flood prone
structures from the Frenchman's Creek Townhome property. The City of Friendswood intends to
provide an Acquisition Program for approximately eight (8) residential townhouse dwellings,
two (2) buildings impacted by Hurricane Harvey. This is a joint activity project with Galveston
County where the county will fund approximately twelve (12) residential townhouse dwellings (3
buildings) with their Hurricane Harvey Galveston CDBG-DR grant allocation and separate
RROF submission. All residential structures will be demolished, and the site will be turned into
green space with a covenant placed on the property to prevent future residential reconstruction.
The City of Friendswood is requesting the release of funds in the amount of $1, 887, 345.50 for
HUD grant number B-17-DM-48-0001, GLO grant number 20-066-045-C444. Galveston County
is requesting the release of funds in the amount of $2, 838, 296.00 for HUD grant number B-17-
DM-48-0001, GLO grant number 20-066-046-C455.
FINDING OF NO SIGNIFICANT IMPACT
The City of Friendswood and Galveston County have determined that the project will have no
significant impact on the human environment. Therefore, an Environmental Impact
Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.
Additional project information is contained in the Environmental Review Record (ERR) on
file at City Hall — CitySecretary's Office 910 S. Friendswood Dr. Friendswood, Tx. 77546 and
may be examined or copied Monday through Thursday 7:30A.M to 5:30P.M. and Friday
8:OOAM to 5:OOPM. At Galveston County 722 Moody Ave. Galveston, Tx. 77550 and may be
examined Monday through Friday 8:OOAM to 5:OOPM.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of
Friendswood or Galveston County. All comments received by October 1811, 2021, will be
considered by the City of Friendswood and Galveston County prior to authorizing submission
of a request for release of funds. Comments should specify which Notice they are
addressing.
ENVIRONMENTAL CERTIFICATION
The City of Friendswood certifies to The GLO that Morad Kabiri in his capacity as City
Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to
enforce responsibilities in relation to the environmental review process and that these
responsibilities have been satisfied and Galveston County certifies to The GLO that
Honorable Mark Henry in his capacity as County Judge consents to accept the jurisdiction of
the Federal Courts if an action is brought to enforce responsibilities in relation to the
environmental review process and that these responsibilities have been satisfied. The GLO's
approval of the certification satisfies its responsibilities under NEPA and related laws and
authorities and allows the City of Friendswood and Galveston County to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The GLO will accept objections to its release of fund and the City of Friends►vood and
Galveston County's certification for a period of fifteen days following the anticipated
submission date or its actual receipt of the request (whichever is later) only if they are on
one of the following bases: (a) the certification was not executed by the Certifying Officer
of the City of Friendswood or Galveston County; (b) the City of Friendswood or Galveston
County has omitted a step or failed to make a decision or finding required by HUD
regulations at 24 CFR part 58; (c) the grant recipient or other participants in the
development process have committed funds, incurred costs or undertaken activities not
authorized by 24 CFR Part 58 before approval of a release of funds by HUD/GLO; or (d)
another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written
finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures
(24 CFR Part 58, Sec. 58.76) and shall be addressed to The GLO at PO Box 12873 Austin, Tx
78711-2873. Potential objectors should contact GLO at
CDR.Environmental@recovery.texas.gov to verify the actual last day of the objection period.
