R2021-11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, OPPOSING 87 - SB 1661 THAT MANDATES THAT ALL CITIES HOLD GENERAL ELECTIONS ON THE NOVEMBER UNIFORM ELECTION DATE IN EVEN-NUMBERED YEARS; REDUCES TERMS OF OFFICE FROM THREE YEARS TO TWO YEARS; REQUIRES THE MAYOR AND CITY COUNCILMEMBERS TO ALL RUN FOR OFFICE AT THE SAME ELECTION, ELIMINATING STAGGERED TERMS. WHEREAS,the citizens of the City of Friendswood voted to approve its City Charter which provides that general city elections shall be held on the May uniform election day, a Mayor and six Councilmembers shall be elected to serve for three-year terms, and said three-year terms of the Mayor and six Councilmembers shall be staggered; and WHEREAS, SB 1661 will change the City Charter and take away the voice and will of the citizens of the City of Friendswood by reducing the term of Office of the Mayor and City Councilmembers from three years to two years, eliminating staggered terms by requiring the Mayor and six City Councilmembers to all run for office at the same time and change the general election date from May to November; and WHEREAS,SB 1661 mandates that the City of Friendswood change its general election date from May to November, no later than November 1, 2022, and conduct its general elections by providing for the election of all members of City Council at the same election every two years, k destroying the will of the citizens of the City of Friendswood who approved the City Charter provisions relating to the elections of its governing body. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS: Section 1. That the Mayor and City Councilmembers strongly oppose SB 1661 and any attempt to silence the voices and will of the citizens they represent by mandating a change to its current City Charter provisions relating to the election of the Mayor and City Councilmembers. Section 2. That the Mayor and City Councilmembers strongly oppose any mandate to change the general city election date from May to November, strongly oppose reducing the terms of office from three years to two years and strongly oppose the election of all members of the City Council at the same election. Section 3. That the City Secretary is hereby directed to send a copy of this resolution to the members of the Friendswood state legislative delegation. Section 4. That it is hereby found and determined that the meeting at which this resolution was passed was open to the public and that advance public notice of the time,place and purpose of said meeting was given as required by law. Section 5. That this resolution is effective upon adoption by the City Council of the City of Friendswood, Texas. PASSED,APPROVED AND RESOLVED on this 3rd day of May'2021.
